Regarding Stop the HO Sorting Pattern in Pune Region

Subject: Regarding Restoration of L1&L2 offices & Stoppage of HO Sorting Pattern in Pune Region.

Respected Sir,

This has reference to our earlier JCA meeting dtd 22.11.2012 regarding totally stoppage of HO Sorting Pattern & your office earlier order No. PR/Mails/Handling of 1st Class Mails/2012 dtd 31.12.2012.

In this respect, this union is hereby firstly highly protesting the steps taken by Administration for not following the Dte’s orders No. No.30-7/2012-D dated 01/02/2012 on L1 &L2 offices not following the assurances given by Administration during JCA meeting dtd 22.11.2012 about tottaly stoppage of HO Sorting Pattern in Pune Region. 

  1. Regarding Restoration of L1& L2 office in Pune Region:

As per earlier order of RO Pune under reference, it seems that Administration is going to close the RMS Section, which has more than 150 years history & approval of Government of India. In this respect even though no any orders issued by the Directorate about merger of any office of RMS section in Postal Section, but as per your order it is clear that instead of Revision cases, statistics & creation of vacancy in RMS ‘B’ Division, Administration is going to make New malpractices such as closure of L1 & L2 offices of RMS ‘B’ Dn Pune by diverting all First class & Second class mail to concerned HO office.





As per orders under reference, sorting work of First class & Second Class mail is being done at Concerned HO, by arranging College Students and supervision by one Sorting Assistant, and payment of college students are being made through HRO Pune. In this respect, in Pune RMS, Solapur RMS, Ahmednagar RMS, Latur Stg, there is adequate accommodation for sorting of First class Mail & Second class mail which are established before more than 50 years & also at the premises of HO’s there is no adequate accommodation for Sorting of Bothe First class mail & Second class mail. For Example- In Pune HO, sorting work of work is being processed in front of  the ‘Recreation Club’ in ‘Mandav’ (Temporary Shed) covered by Cloth,  & In Shed in front of the Delivery Section, which is very badly affected on the health of the staff as in Pune temperature is down going up to 5 degree Celsius. The same fact is applicable for Pune District Sorting office which is shifted at Shivajinagar NDHO, in the premises of Pune RMS, Pune District Sorting office was at well in accommodation.

  1. Stop Dumping of First class Mail & Second class mail of L1 & L2 office to another offices:

At present, as per orders by Administration all inward mail of Pune RMS is being dumped / diverted to another offices for sorting pattern. Also name of the such dumping offices have been keep by administration is “HO PATTERN SPECIAL SORTING UNIT-NAME OF HO”, such action taken by the administration is not as per the orders issued by Directorate, New Delhi. It seems that intention of the Administration is that to close immediately RMS ‘B’ Division & this issue highly protested by this Union.

  1. Recruitment in RMS ‘B’ Division, Pune.
As per your office earlier reply & reply of SRM B Dn regarding vacancy in this Division, wherein administration has accepted that, at Present this Division having vacancy of 54 Group ‘C’ Cadre, but only 8 vacancies will be filled for 2011-2012 Recruitment , which is under process. As per reply of SRM ‘B’ DN Pune, at present 13+7 SAs & MTS on deputation at RO, BDG, MBC,APS, PLI & in this Division about 35 Postal Assistants are working on deputation, as this Division is facing for acute shortage of Manpower, even though also administration not seriously takes issue of finalization of statistics / revision cases, only assurances are being given by administration no any action is being taken.

Therefore your honour is requested to take this issue with higher authorities for Special Recruitment of RMS ‘B’ Division by revising vacancy position for Recruitment of 2011-12, which is under process.





  1. Regarding pending issues of Agitation notice:

Assurances given by Hon’ble PMG Pune Region Pune, during meeting dtd 22.11.2012 are not implemented by your honour till date & by RO Pune. In this respect you are kindly requested to settle the issues as discussed in the said meeting.

You are therefore kindly requested to take necessary action as per rules and directions of Directorate and immediate stop HO Sorting pattern & restore L1 & L2 offices of RMS ‘B’ Dn Pune.

Revised norms for the operational activities at speed post Sorting Hubs, Intra-Circle Hubs and Computerised Registration Centres (CRCs)

Copy of D.G. Posts letter No. 28-8/2011-D dated 17.01.2013 on the above subject matter is reproduced below.
Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated. Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which norms for processing of registered articles at Computerized Registration Centres (CRs) were circulated.
2.  The matter relating to revision of norms for various activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres (restructured as ‘Sorting Hubs’ as part of Mail Network Optimization Project) and extension of operational processes followed at  Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for various activities have been revised. The revised norms are given at the Annexure and would be applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.
3.   The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would be applicable with immediate effect.
   This issues with the concurrences of Integrated Finance Wing and approval of Secretary (Posts)

It was informed by Minister of State (PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS) that Central Government employees covered under New Pension Scheme are entitled for DCRG Benefits viz., Death Cum Retirement Benefits, in cases where a Government employee covered by NPS is retired on invalidation/disability and in the case of death of a Government employee covered by NPS in service, on the same rates as are applicable under the old pension scheme, i.e. CCS (Pension) Rules, 1972.

Query:
Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-
(a) whether the Union Government employees recruited after January, 2004 are not eligible for retirement benefits such as pension, GPF and gratuity;
(b) if so, the reasons therefor;
(c) whether not providing gratuity, pension and GPF facility is a discrimination with employees recruited after January, 2004 as the same is being provided to the employees of private sector;
(d) if so, the details thereof;
(e) whether the Government proposes to provide all retirement benefits including gratuity to the Government servants recruited after January, 2004; and
(f) if so, the details thereof?

A new restructured defined contribution pension system for the new entrants to Central Government service, except to the Armed Forces, replacing the system of defined benefit pension including GPF, was notified on 22nd December, 2003. The Government employees appointed on or after 1.1.2004 and governed by the New Pension System can withdraw 60% of their Pension Fund as a lumpsum when they retire and the balance 40% of their wealth is used to purchase an annuity scheme from a life insurance company of their choice, which will pay him/her a monthly pension for the rest of his life. In casethe employees leave the New Pension Scheme prior to age 60, the mandatory anuitization would be 80% of the pension wealth.
The monthly annuity under the New Pension Scheme is only a replacement of pension on retirement and family pension on death after retirement. The benefits of Death-cum-Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed, vide Department of Pension & Pensioners` Welfare OM No. 38/41/06-P&PW(A) dated 5.5.2009, in respect of the Central Government servants covered by the New Pension Scheme in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service, on the same rates as are applicable under the old pension scheme, i.e. CCS (Pension) Rules, 1972.
The details of DCRG payable to employees of Central Government under NPS are as under:
(i) The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years qualifying service and eligibility to receive service gratuity/ pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ l/4th of a month`s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service. The maximum retirement gratuity payable is 16 XA times the Basic Pay, subject to a maximum of Rs. 10 lakhs.
(ii) If the Government Servant dies while in service, the death gratuity shall be paid to his family at the rates furnished in the table below:
