Gist discussion of burning issues of agitation notice held with PMG Pune on 11-09-2012

Dear comrades,
After failure discussion with SRM, RMS B Divison Pune as on 05-09-2012, Honourable DPS, Pune Region, as on 06-09-2012. We have make historical Dharana & Hungar Fast Andolan in front of  Office of Superintendent RMS B Division, Pune as per schedule i.e. on 07-09-2012  and started non performance of OTA w.e.from 08-09-2012 onwards... We gave given example of our workers strength and unity. Then R.O. Pune has called for meeting with Honourable PMG, Pune Region as on 11-09-2012 at 17.00 Hrs. After marathon discussion of three hours and assurance & intervene in the our burning issue JCA has decided to postpone our agitation of Dharana programme dated 13-09-2012 & Non performance of OTA from 12-09-2012.  while Discussion following officilas are present.
From Administration Side :1. Honourable PMG, 2 DPS, Pune Resigon, 3. APMG (Mails) 4) ADPS -1 , 5) ADPS -2 & 6) ASP (Mails) R.O.
from Staff Side:

Gist discussion of some Important issues :
1. The annual increment of all new officials will be allowed w.e.from 01-07-2012 after formal test on or before 30-09-2012.
2. The confirmation orders will be issued shortly by forming DPC on or before 30-09-2012.
3. Separate water connection will be given at SPCC Pune And Pune RMS shortly till necessary arrangement will be done for procurement of water.
4. Specific instructions for release of held over of pay will be given to SRM, Pune.
5. GDS Staff will be provided to RMS Wing to cope up the shortage of MTS manpower.
6. Proposal for special recruitment of additional GR. C Staff will be forwarded to higher authority.
7. All TA, MCRI & OTA will be encashed on priority basis on first cum first out basis.
8. All MCRI bill will be sanctioned at higher rate given by CGHS on web site.
9. The financial bid for plastic tags to use insted of sealing wax will be opned on 15-09-2012 and finalized shortly.
10.The instructions for full booking of staff will be given to HRO.
11. All SROs/HRO will be instructed for fix weekly offs.
12.The tenure posting orders in HRO & DO will be issued before 30-09-2012.
13. The Post of sorting compiler at R.O. Will be filled up shortly after suitable replacement from RMS wing.
 There is some dispute for diversion of DO/HRO Staff to Mail offices  and other issues will be discussed on 19-09-2012.
Our agitation is postponed not called off. We have always be alert for struggle for our justified rights. Workers unity Zindabad.

Subject: Regarding new recruitment for the year 2012 in SA cadre

Respected sir,

This is regarding announcement of recruitment for fill up the vacant post of sorting Assistant in Maharashtra circle from open market. We are shocked to see posts declared for RMS B Division, Pune where only 8 posts were declared to be fill up in Sorting Assistant cadre where as the RMS B Division has facing acute shortage of manpower in respect of SA cadre.

Your honour is requested to recall our discussion in previous bi-monthly meeting where your honour has given assurance in writing to repatriate 12 posts of Sorting Assistant which were diverted to Postal wing in last recruitment process. But it seems that these posts were not reflected in this recruitment process in spite of assurance by your honour. In this regard it is brought to notice of your honour that about 48 additional posts are being justified for SPCC Pune against 13 posts sanctioned for SPCC Pune.

Due to introduction of SPC hub and introduction of R Net & L1 office for first class mail the work load of Pune RMS, Pune CSO & Market Yard PSO is increased. The Other offices (L2) are also facing acute shortage of manpower. The staff of RMS B Division is working under pressure of increased work load.

Sir, About 26 Vacancy in Group C (Stg. Assistants) laying vacant for filling up the vacancy and 48 additional posts are justified for SPCC Pune moreover 19 Posts in respect of LSG (NB)  and 5 posts in HSG-I were vacant which indirectly pressurised in feeding cadre of Sorting Assistant.  Means about 86 (48+26+12) posts in respect of Group C (SA Cadre), 19 posts in LSG (NB) cadre & 5 Posts in HSG-I cadre are required to fill up for smooth functioning of  RMS B Division, Pune and better service to public to avoid diversion of mail to other mail offices for sorting purpose where already staff facing acute shortage problem.

We urge upon you to kindly intervene in to the matter and for taking the issue appropriate level to fill up 86 posts of sorting Assistants for smooth functioning of RMS B Division, Pune.

    agitation programme

Respected Sir,

            It is observed that administration has not taken any initiative to settle the burning issues of our division fruitfully. We are therefore compile to observe not to overtime that will be observed at all branches of RMS ‘B’ Division, Pune w. e. from 08-09-2012 till the settlement of all problems. We are also compiling to add following severe problems and grievances since long relating to RMS ‘B’ Division. The problems faced by our staff have been informed to you time to time.

AGITATION PROGRAMME.

·         DHARNA  & Hunger fast at O/o Superintendent, RMS “B” Division, Pune 411001

on 07-09-2012

·         Not to perform overtime from 08-09-2012

Demands:

1. Fill up the vacancies of MTS (Gr. C) & Gr C in RMS  Division, Pune.
2. Regularize all Temporary status casual Labourars.
3. Implementation of orders issued by Hon’ble D.G. New Delhi in c/w regulation of Period of F.R.-17 A
4. Take establishment review of all mail offices after introduction of L1. L2  and R Net
5.  Issue tenure Posting orders in HRO & D.O. Stop illegal malpractices of issuing orders to officials to work in mail offices in r/o employees, whose Tenure posting are in continuous and vice versa i.e. whose tenure orders are not issued such employees are working in DO/HRO.
6. Grant of CCL to eligible employees.
7. All annual increment to all officials w. e. from 01-07-2012 as per recommendation of ASPOs/IPOs.
8. Provide new hand trucks for conveyance of mail.
9. Stop forcefully short booking in mail offices in r/o Gr. C & D (MTS)  
10. Fix weekly offs of all employees all units of RMS B Division Pune. And clear all pending weekly offs at the earliest.
11. Make arrangement of drinking water & water other essential needs to all mail offices.
12. Immediate issue Confirmation orders.
13. Stop utilization of staff of DO & HRO an mail offices and arrange repatriate all stg Assistant and MTS who are working on deputation basis in other mail offices..
14. Stop harassment of staff by withholding of Pay of POH, National Holiday & Leave. Immediate release payment which are illegally held over.
15. Immediate clearance of pending TA bills, Medical Reimbursement claim Bills and all pending OTA Bills.
16. Immediate fill up the short term vacancies of LSG supervisor in the Division.
17. Stop illegal interference of HRO into the mail offices and harassment of Supervisors, Gr. C and Gr. D (MTS) staff working in mail office.
18. Immediate fill up the Tenure posting of Sorting Compiler in RO Pune with eligible employee, as this is incentive post.
19. Welfare Items- Cleaning of offices, Maintenance of all kinds of Machineries, Chair Supply to all offices. Install Fans at needy offices and needy place.
20. Stop the use of Black sealing Wax instead of this use plastic seal labels, otherwise issue orders in writing for dispatch of bags without Seal.
21. Observe guidelines of RCM meeting and allow compensatory offs to officials who are performed OTA and not eligible for OTA.
22. Provide MODOW to all sets of all offices for Gr. C & D.
23. Stop diversion of First class & Second class mail to other mail offices  for sorting purpose. i.e. Ahmednagar RMS, Latur Stg & Solapur RMS.
24. Stop diversion of staff of HRO & DO daily other than seasonal mail as per orders of directorate.
25. Improve atmosphere of Pune RMS, Solapur RMS, Ahmednagar RMS & Latur Sorting under modernization.

Respected Sir,

Kindly refer to our letter dated 21-02-2012 & 23-08-2012on the subject cited above.  Where we have brought to notice the un due delay taking place in setting the already agreed items of charter of demands. It is regretted to inform you that even after lapse of  few months no remarkable improvement has taken place and more a less position remains almost the same. In view of the above, notice is hereby given that the Divisional Secretaries NFPE & FNPO and also all Branch secretaries are sitting on one day hunger fast & Dharna programme in front of the office of Superintendent on 07-09-2012 and Circle Secretaries/ Asstt. Circle Secretaries of NFPE & FNPO in front of PMG office on 13-09-2012 from 10.00 A.M. to 5.00 P.M. demanding settlement of items without any further delay. We hope that the administration shall come forward to settle the issue amicably as we do not intent to precipitate the issues further to a stage of confrontation and direct action.

Your honour is requested to look in to the matter personally and avoid resentment among the staff.
