FOR DISCUSSION IN THE ENSUING DEPARTMENTAL COUNCIL MEETING (JCM)
1.
Grant of higher rate of HRA in respect of offices
situated in urban limits.
(i)
In accordance with the
existing orders higher rate of HRA in the peripheral areas within 8 Kms from
the city of the urban agglomeration has been granted after obtaining a
dependency certificate from the concerned district collector. The sanction is
valid for three years and thereafter the renewal sanction is being accorded by
the Directorate for every three years.
Now, the Department has called for statistics for justification of the
sanctioned strength of that office every time while submitting renewal sanction
and resultantly there is huge accumulations of pending claims at the
Directorate. Further as per the orders the establishment review shall he
undertaken once in three years. The review of establishment sanction is in no
way concerned for drawal of peripheral HRA to the offices.
If once statistics have been submitted to Directorate this may please be
taken for the grant of higher rate of HRA as a permanent measure in respect of
the concerned offices without calling for statistics further in future.
(ii)
Whenever the State
Govt. declares merger of locations with one particular urban area, the
enhancement of the HRA shall be undertaken with retrospective effect.
2. Recruitment through Staff Selection Commission
The Staff Selection Commission has agreed
to conduct the selection process for public sector units also like Food
Corporation of India etc. Earlier, the Staff Selection Commission was reluctant
and declined our request for undertaking the selection for the recruitment of
the department.
Under the changed scenario, the Staff
Selection Commission might have accepted our request if sought for. The present
arrangement with CMC is not a full proof system and it will not be suitable on
the following grounds.
i)
The private company is not an expert with the
departmental procedures and orders. As such setting up of question papers &
valuations there may be many errors. The real requirement could not be
achieved. The paper III in IPO exam is the eye opener. The recent LGO exam
Maths paper is another testimony.
ii)
In one exam many candidates were not permitted to
write answers in Hindi which was stoutly opposed by the candidates of the
Northern region. Next time in the LGO exam, the question papers were not
properly set.
iii)
There are complaints about the selection of
examination venue by CMC which are not at all suitable to write the examination
peacefully.
iv)
The estimated expenditure for two years for the
exam to be conducted through M/s CMC Ltd. which was stated to the tune of Rs.
11,93,90,000 can definitely be reduced to the extent of more than 50% if the
work is transferred to Staff Selection Commission.
v)
The present vogue procedures regarding fixing
responsibilities in case of any irregularities or leakage of questions etc
against the private agencies will not arise.
It is there
requested to kindly consider and approach the Staff Selection Commission as
they are the expertise in holding selection process and hand over the process
of selection to the Staff Selection Commission instead of keeping with the
existing private system.
3.
Grant of Flexi Working hours – Case of bigger Cities
In most of the
metro cities, the traffic jam on roads is the common feature and regular
occurrence and some officials are being forced to attend office late by 0.30
minutes due to unavoidable circumstances. After the introduction of biometric
attendance, the officials are forced to produce leave in such cases and in
particular the women employees are the worst sufferers. If the Flexi working
hours as if introduced in Mumbai is considered for other major cities, the
officials can be ordered to remain in the office at the equivalent time they
came in late in unavoidable circumstances, it will be very much helpful to the
officials working in major metro cities/towns.
It is therefore requested to kindly consider the same and cause
appropriate action at the earliest.
4. Enhancement of additional HRA to the SPM’s not
provided with post attached quarters
According to existing orders the
additional HRA to the SPMs who have not been provided with post attached
quarters shall be drawn at the rate equivalent to the licence fee and it may be
enhanced whenever the revision is taking place.
Since the licence fee for Government
quarters has been revised w.e.f. 1.7.2010 vide Directorate letter No. 3-1/2001
– Bldgs dt. 11.7.2011, it can be applied for the drawal of additional HRA to the SPMs. Whereas, in many circles,
this has not been implemented and seeking separate orders from the Directorate
for drawal of the enhanced amount of such categories.
It is therefore
requested to kindly cause necessary orders for applying the enhanced rates for
those officials without seeking separate orders.
5. Irregular commutation of LR strength.
It is observed that the LR strength of all
categories is being calculated on the ratio of 10% of the operative staff and
this is being confirmed during the negotiations held with the Staff Side during
the strike charter demands.
Whereas, while referring the P&T Manual
Volume IV under Chapter I General Rule 18-1, the following ratio has been fixed
for commutation of leave reserve in the P&T Department.
Administrative offices 14%.As per Rules 249
in Chapter 8 envisages the percentage of leave reserve in post offices to be
maintained as 17% and in RMS 20%.
It is pertinent to mention that the leave
reserve in respect of other Central Government Departments has been determined
as 10% vide GI MF OM No. 1 (30) E (Co ord)/64 dt. 19.05.1964; whereas in Postal
as stated above and incorporated in Rule 18 and 249 in the P &T Manual
Volume IV of 1975 edition. Our Volume is the latest and this should be given
due note.
It is therefore
requested to kindly reconcile and cause appropriate action to fill up the
unfilled leave Reserve vacancies at the earliest since this is one of the
pending demands in the Departmental Council for a long time.
6. Revision of cash allowance to SPMs in the absence
of Treasurer.
Consequent upon
the acceptance of Arbitration Award in CA reference No. 1 of 1990, the Special
Pay has been fixed to the sub postmasters of single and double handed Post
offices for handling/custody of cash at the following rates, vide the
Directorate letter No. 6-4/80-PAP dt. 25.02.1992.

Thereafter there is no revision of in the
quantum of amount and also the practice of granting of such allowances has not
been carried out in all the circles. Further, the same scheme has not been
extended to the SPMs working in more than three hands and dealing the treasury
work.
It is therefore requested to revise the
rate and also cause orders for implementations.
7. Enhancement of Split Duty Allowance
The Split Duty Allowance to Group C &
D staff were introduced based on the Board of arbitration award No. 1/87 vide
Dte. letter No. 6-66/78-PE II/Vol. IV dt. 22.05.1990 for those officials who
are having the break between the two duty spells is not less than two hours.
i)
The allowance has been fixed as Rs. 50/- and it
would have been revised of Rs. 100/- while implementing the fifth pay
commission and would be revised as Rs.200/- per month as per the Sixth CPC
recommendations implemented in the Ministry of Finance OM No. 9 (ii)/2008-E 11
(B) dt. 29.09.2008. Whereas it has been revised as only Rs.100/- which requires
revision from 1.9.2008. Non revision during the fifth pay commission cannot be
taken as a ruse to deny the dues to the officials.
ii)
For grant of Split Duty Allowance, one of the
conditions is that the officials residing within 5 kms from their duty places are
not eligible. The restriction is deplorable. This may please be relaxed.
iii)
The Split Duty has not been drawn as the renewal
sanction for the period from 1.7.2011 has not been issued so far.
iv)
Since the Sixth CPC orders stipulates that the
split duty allowance will be increased by 25% whenever the Dearness Allowance
Payable on revised pay scales goes up to by 50%. Accordingly the Split Duty
Allowance has been revised as Rs. 250/- in all other departments. It is
requested to consider the same in our department also.
8. Allowances required restoration & Now
introduction
After the Second Pay Commission,
considering the need and justification, the Department granted special pay to
the single handed/double handed postmasters with Rs. 20/- & Rs,25/- respectively
per month. Similarly one supervisor supervising another supervisor was also
paid special pay of Rs. 45/- PM. All these special allowances were withdrawn at
the time of implementation of TBOP/BCR schemes as matching savings. Now the
TBOP/BCR schemes were withdrawn, there is every justification to revive the
allowances and revise the rate as per the present requirements.
The System
Administrators are maintaining and caretaking number of computers apart from
their regular work. There is ample justification to grant Allowance equal to Caretaker
allowance to the extent of 10% of pay plus grade pay. Similarly, the Marketing
Executives are performing exemplary works in the marketing and they may be
considered for the grant of special allowance.
It is requested
to consider the above and cause appropriate decisions thereon.
9. Restoration of MPCM Allowance & revision
Considering the
nature of arduous work in counters provided with Computers, the MPCM Allowance
was granted at the rate of Rs. 100/- per month. Now the Department issued
instructions to stop the payment of MPCM allowance as per Vth CPC
recommendation, whereas no such recommendation was made by the Vth CPC. It is
pertinent to mention that after the implementation of Vth CPC, the Directorate
clarified vide its letter No. 43/3/97-Tech – dated 21.10.1997 to grant MPCM
Allowance to counter PA only. As such the withdrawal of Allowance is unjust and
arbitrary. Working across the counters for eight hours continuously is a
different nature of duties while comparing the other postal assistants. The
allowance was granted considering the nature of work only. The Allowance shall
be reviewed considering the arduous and the extraneous nature of work in
counters continuously for six to seven hours daily and also required to be
revised as Rs. 400/- as per the doubling theory of the pay commission.
10. Construction of new building at Kodialbail HSG I
SO in Mangalore Division, Karnataka Circle
While expanding
the roads by the Highways Department, around 50% of the above said post office
building was demolished and at present there is no proper entrance to this PO.
In fact the PO
was constructed earlier in the mud hills and now after the demolition there is
no proper steps to enter in the 100 years old building. The office is
functioning in most cramped accommodation.
If a new
building with two floors is constructed on the present site by demolishing the existing
building and constructing a new one from the road level, it will solve the
present problem of insecurity and cramped accommodations. Besides the problems
being faced by senior citizens & physically challenged who are unable to
climb the PO since it is housed more than 20 feet height above the road level.
11. Replacing Kerosene generators by Diesel
generators
In many Post offices, the generators
operated with kerosene as fuel have not been converted into Diesel. There is no
kerosene available in the open market and many of such generators could not be
operated in the absence of kerosene defeating the very purpose of its
provision.
It is therefore requested to replace the
existing Kerosene generators by Diesel generators.
12. Uniform application of incentive for IMT work
Despite orders from the Directorate to
grant 25% of the revenue earned towards incentive to the staff, in many circles
the incentive for IMT work has not been granted.
It is stated that since the IMT work is
managed at All India level, the incentive for the said work has to be decided
at the Directorate level.
It is therefore
requested to kindly cause appropriate orders fixing incentive for the IMT &
also for the work related to money gram.
13. Non filling up of residual vacancies – Case of
West Bengal Circle
Despite our repeated requests to fill up
all the pending residual vacancies in West Bengal Circle, the issue remains
unsettled. When the delegation of Circle
Secretaries met and discussed the Chief PMG for filling up of all residual PA
vacancies being kept unfilled due to inadequate number of qualified candidates
in the LGO exam since 2000 onwards, the Chief PMG replied that there was some
mistake happened and he was not in a position to fill up the vacancies up to
2004 as it was a closed chapter.
It is pertinent to mention that the
Directorate has caused clear instructions vide its letter dated 11.05.2007 to
fill up all the pending residual vacancies which has not been implemented in
West Bengal Circle.
Further, there are 89 PA posts which are
kept unfilled up under residual vacancies for the year 2004 and the Chief PMG
has informed that he has sought necessary approval from the Directorate to fill
up those vacancies of 2004.
It is therefore
requested to kindly cause action to fill up all the vacant residual vacancies
right from 2000 onwards besides immediate approval for 2004 sought by the
Circle administration.
14. Non counting of Service rendered in APS for MACP
The service rendered in APS in Postal
Assistant cadre for the RTPs which were considered as service for all purposes
including the financial upgradation such as TBOP, BCR on the basis of Supreme
Court judgment have not been considered for grant of MACP to the same
officials. This will tantamount to the denial of justice and also deviate from
the spirit of the directions pronounced by the Supreme Court on the subject.
Even though the judgment of the Apex Court
is pertaining to TBOP & BCR which were declared as Financial upgradation in
1999 itself before the Supreme Court verdict, it cannot be denied on the logic
of TBOP & BCR since the same & MACP are nothing but the financial
upgradation.
As such, the Department should not take such
yardsticks for implementation of Court Judgments and officials who were
regularly appointed and worked in APS should not be deprived of their rights.
15. Non counting of the training period for increment
during pay fixation
In some circles, the training period prior
to regular appointment which were made in between Jan 2006 to March 2006 have
not been taken for the drawal of increment as on July 2006 and they have been
granted the next increment only during July 2007.
The ICIR party who visited Gadag Division
objected the drawal of increment drawn duly counting the pre induction period
as per the clear provision under FR 26-1.
In accordance with FR 26 GOI I, (DOPT OM
No. 16/16/89-Estt (pay I) dt. 22.10.1990 & 31.03.1992, the employees
recruited under Direct recruitment who were under training as on 01.01.1986 and
thereafter before regular appointment, training period undergone by such a
Govt. Servant whether on remuneration or stipend or otherwise may be treated as
duty for the purpose of drawing increments. The above said instructions have
been issued as per the decision of the National Council (JCM).
It is further
learnt that the DA (P) Karnataka circle has also sought clarification from the
Directorate in this regard.
It is therefore
requested to cause appropriate orders to count of the training period as
qualifying service for those appointed in the first half of the year and having
short in service for six months.
16. Non inclusion of School bag/rain Coat for
reimbursement under Children Education Allowance
It is clarified that the reimbursement of
school bags and raincoats are not reimbursable as per the DOPT orders dt.
02.09.2008.
It is pertinent to note that there was no
specific mention in the said order dated 02.09.2008 about inadmissible of such
items. School bags and raincoats are part and parcel of educational expenses.
It is most apt to state that the Railway
Ministy vide order dated 14.07.2009 has specified the items which are brought
under the Children Education Assistance Scheme in which all expenses related to
school items spent for Children are reimbursed.
For example uniform items like tie,
Sweater, innerwear, shirt, suitings, pant, belt, shoes etc, all fees paid
outside school for dance, music, sports etc, extracurricular activities like
painting, drawing etc are brought under the category of reimbursement under the
scheme.
As such, it is
requested once again to review the decision and cause appropriate orders for
the entitlement of school bags, rain coats etc which are part of items for
school education.
17. Arbitrary recovery of Postage in case of foreign
articles returned due to non availability of service
Some foreign articles after booking are sometimes
returned by exchange offices due to non availability of service to a particular
country.
In such cases, the entire postage paid
pertaining to foreign countries is being recovered from the officials who
booked the articles at the counter which causes a concern. Since the article is
returned from our own territory and not forwarded to any foreign destination,
it is unjust and arbitrary to recover the entire foreign postage rates. But it
can be restricted to the inland's rate.
While the issue was discussed in the RJCM,
the Chief PMG Maharashtra informed that he has referred the same to Directorate
vide his letter No Tech/83/RCM/08 dt. 11.2.08.
If the computer is not updated and the
mistake occurs, the entire postage should be waived.
It is therefore
requested to examine this issue and cause suitable orders not to recover any
excess amount from the officials who booked such articles across counters and
waived the charges if the mistake is due to computer error.
18. Fixation of Pay for canteen employees after Sixth
CPC
It is brought to our notice that in many
circles, the Pay of the Canteen employees has been fixed at Rs. 4680 Plus 1800
Grade Pay whereas no such scale had been provided in the schedule of the Sixth
Pay Commission. It should have been Rs. 5400 + 1800. It is learnt that the
Chief PMG, Kerala circle has sought some clarification in this regard.
It is therefore requested to cause
necessary clarifications at the earliest.
19. Unjust Clarification issued on encashment of
earned leave in connection with availing LTC– Payment of difference
The Directorate has clarified in the
subject vide letter dated 3.1.2011 denying difference of pay like DA arrears
etc for the encashment of leave period and only the pay admissible on the date
of availing of LTC and Dearness Allowance admissible on that date is only
criterion and no arrears should be paid.
The clarification is unwarranted and
unjustified. In all C. G. Departments, the arrears of Dearness Allowance is
being paid in such cases. Further, if any such clarification is required in
such cases pertaining to all Government employees at least DOPT should have
been consulted prior to clarifying this
type of sensitive issues.
It is therefore
requested to kindly reconsider the issue and withdraw the clarifications and
provide DA arrears for the encashment of Leave periods on LTC.
20. MACP Anomalies – Injustice to promotees under
MACP scheme – request implementation of CAT Jodhpur judgment
The Central Administrative Tribunal,
Jodhpur vide its judgment in the cases filed under OA No. 382/2011, OA 353/2011
& OA 354/2011 held that the previous career advancements cannot be called as
promotions for the consideration of MACP and it should be started a new innings
from the PA promotion for counting the stagnation.
The CAT sets aside the impugned
cancellation of MACP orders against the applicants and directed to repay the
amount with due GPF rate of interest.
It is therefore
requested to kindly consider the judgment and cause immediate action to
implement the same to all the similarly situated officials without resorting to
further appeals in the High court.
21. Enhancement of limit for verification
of withdrawals.
There is
an urgent need to amend the extant provision of verifying SB withdrawals
exceeding Rs 5000/-. Rule 85 of PO SB Manual Vol-I envisage verification of all
withdrawals of Rs 5000/- and above in all BOs and single handed Departmental
Sub Offices.
It may
be seen that the BPMs are now authorized to sanction withdrawal up to Rs
5000/- independently without the prior approval of the Account
Office. Admittedly, the number of such withdrawals requiring
verification as per Rule 85 of PO SB Manual Vol I have gone up significantly
which in turn has increased the work load of the HOs and Sub Divisional Heads
who are already reeling under heavy pressure of work.
It is
therefore requested to kindly review and enhances the limit of verification of
withdrawals for the amount exceeding Rs.10000 in such cases.
22. Filling up of short term vacancies in the newly
introduced cadre of Postmaster
It is clarified vide Dt. letter No.
4-61/2016-SPB II dated 21.12.2011 that the posts vacant in HSG I cadre
including the proposed carving out of the post master Grade III shall be given
officiating only to the general line officials who have not opted for post
master cadre.
It is pertinent to note that there were
many HSG I (adhoc) general line officials who have opted for Post master Grade
and now regularly working in postmaster Grade II are deprived of fair chances
to officiate in vacant HSG I posts and the juniors who have not even promoted
even to HSG II are being ordered to officiate as HSG I postmaster. This causes
a concern.
In the absence of regular HSG II
officials, the requests of the Postmaster Grade II officials might have been
considered for officiating in HSG I Postmaster Posts.
23. Short drawal of Grade Pay – In case of
Pharmacists in P&T Dispensary
(i)
As per MOF OM No. 1/1/2008-IC dt. 18.11.2009
& Directorate communication dt. 31.08.2010 the entry grade pay of Pharmacists
is Rs. 2800/- Grade pay in the initial recruitment and after two years it will
be Rs.4200/- which should not be treated as promotion for MACP.
(ii)
The Directorate of Health vide its OM dt.
16.07.2010 further also clearly stipulates that since upgradation from entry
level to Rs. 4200/- should not to be treated as promotion, and first financial
upgradation in the grade pay of Rs. 4600/- shall be granted.
(iii)
Whereas the same has not been communicated and
implemented to the Pharmacists working in P&T Dispensaries and all the
officials have been denied of their dues in MACP.
It is therefore
requested to cause suitable instructions in this regard.
24. Recovery of huge amount being interest Paid on
PPF Account opened on Self name and also in the name of Minors (i.e. on two
accounts) prior to 06.12.2000 – case of Karnataka Circle
The SBCO, Mysore HO has raised an
objection about the payment of interest on two PPF accounts opened on self name
& another in the name of a minor prior to 06.12.2000.
According to PPF Act 1968, an individual
can open a PPF Account in his own name and also separate account in the name of
minor. But on 06.12.2000, the Finance Ministry has issued another order stating
that the total investment in such two accounts should not exceed Rs.60000/-
(Now Rs.70000/- in a year)
The date of effect of revised provisions
has not been mentioned in the MOF order dated 06.12.2000. As such it should be
taken with prospective effect only and shall not be applied this effect to the
accounts opened prior to 06.12.2000. The SBCO Mysore has wrongly objected with
retrospective effect and raised objections to the tune of Rs.29 lakhs which is
against the spirit of PPF Act 1968.
Further, MOF has caused guidelines that
irregular accounts opened earlier prior to issue of clarification and exact
date of receipt of those orders by the lower operate offices should be
regularized.
The circle administration has initiated
action against many officials on the basis of the irregular objections raised
by the SBCO, Mysore HO and they are being compelled to made good the amount for
no fault of them. The issue is pending over two years and the officials are
facing unwarranted mental tortures.
It is therefore
requested to cause suitable instructions to all concerned besides set aside the
irregular objection raised by the SBCO Mysore.
25. Irregular denial of family pension to the
physically handicapped ward of the deceased pensioner
The Director of Postal Accounts, Nagpur Vide his
letter dt. 13.12.2011 rejected the grant of family pension to one of the
physically handicapped wards for the reason that there is no provision to grant
family pension to married son.
It is pertinent to say that applicant who is
physically crippled by 60% and aged 52 years and as per the pension Rules the
handicapped children of the deceased employee are entitled for family pension.
In respect of physically handicapped persons, there is no mention anywhere in
the Pension rules that the physically handicapped will cover under Rules
related to other dependent sons below 25 of years or married whichever is
earlier. This is a special category and will not come under the general
provisions.
Further, the 6th CPC has liberalized the
family pension and even the widow drawing family pension if remarried is
entitled to continue the drawal family
pension.
Therefore the question of married or not married
will not arise in respect of physically handicapped persons. Further in this
specific case the said person has married just take care of his daily needs and
also she is unemployed.
The PMG, Aurangabad region vide his letter No.
AR/A & PIII/Pension/Misc/2012. Dt. 20.07.2012 intimated the Chief PMG to
take up the issue to grant family pension to the physically handicapped married
son at a higher level as per new Delhi IR No. 1136/Pen/2012 dt. 24.12.2012
since it is a policy matter to be decided by the nodal ministry.
Further, in accordance to the liberalized simplified
procedures circulated vide DOP&PW OM No. 1/16/08-P&PW (E) dt.
09.03.2009, vide para 2, in respect of, physically handicapped children, the
condition has been laid down that he/she has not started earning for his/her
livelihood. No other conditions have been prescribed.
Under these
circumstances,it is requested to kindly cause appropriate instructions to the
concerned or in case if any clarification is required from the Nodal Ministry,
this may kindly be referred to obtain required clarifications in this regard.
26. Refixation of Pay/Pension to BCR/LSG officials
who have officiated in HSG I Posts – case of Tamilnadu Circle regarding.
In Tamilnadu circle many BCR officials/LSG
officials who were ordered to officiate in HSG I arrangements on adhoc basis
vide Chief PMG letter dt. 25.6.2004 were paid the officiating pay in HSG I
during the years from 2004 to 2006. The officiating pay of such officials was
taken for pension fixation prior to implementation of Sixth CPC duly taking the
average emoluments of such officials.
The drawal of officiating pay to BCR
officials was stopped during 2007 and a reference was made by the CPMG
Tamilnadu Circle to the Directorate about the drawal of officiating pay to the
BCR officials who were officiated in HSG I arrangements around 81 and the same
was not disposed yet.
In the meanwhile, at the time of refixing
the, pension the DA (P) Chennai has not taken the officiating pay sanctioned
and drawn to the officials in between 2004 to 2006 which were earlier taken for
pension calculation based on the 10 month average. Resultantly officials forced
to approach the CAT vide OA No. 839/2011 and 840/2011 in which the Hon. CAT
directed the Department to revise and refix pay and pension of applicants by
taking into the revised pay applicable to the post HSG I in which they were
ordered to officiate within a period of 3 months. In addition to the four
applicants of the case stated above. There are around two or three cases similar
to the above pending in Tamilnadu Circle.
Having offered to higher post and also
drawn the officiating pay which was earlier construed as pay for calculation of
pension the denial of the same at the time of implementation of 6th
CPC is causing a concern. The copy of CAT Judgement was submitted earlier vide
this union letter Dt. 03.05.2012
It is therefore
requested to kindly implement the orders and render justice to the aggrieved
officials.
27. Irregular interpretation in filling up the posts
of LSG (NB) in Accounts line – request modification
In the 1st Para of the
Directorate letter No. 06-12/2010-SPB dt. 07.03.2011, it is mentioned that the
posts of LSG in Accounts line in respect of PO & RMS offices will be filled
by the PA/SAs with 10 years regular service in the grade who have passed the PO
& RMS Accountant examination and in the last para it is stated that list of
such PA/SAs who have passed the Accountant’s examination by the crucial date
prescribed for assessing the eligibility may be prepared based on their
seniority in PA/SA grade which is totally against to the Provisions contained
in volume IV statutory rules.
Further, the Directorate vide its letter
No. 9-15/85-SPB-II dt. 01.05.1986 clarified that the appointment to LSG
Accountants posts are to be made according to the year of passing of PO &
RMS Accountant Examination. It is a settled issue and it cannot be revised
without amending the statutory rules of volume IV and the practice hither to
adhered to by an administrative order.
It is crystal clear that the seniority of
the Accountants shall be counted from the date of passing the PO & RMS
Accountants examination and not from the date of entry of PA/SA cadre which
will defeat the very purpose of qualifying in the examination.
It is therefore requested to kindly review
and reconsider and modify the position that the eligibility shall be determined
from the date of qualifying in the PO & RMS Accountant examination.
28. Stepping of pay of the promotee senior with
direct recruited junior on or after 1.1.2006.
A kind attention is invited to your office
letter No. 1-9/2010-PCC dated 05.01.2011 in which it was clarified that the
Government Servants cannot claim stepping of pay of the revised basic pay with
reference to entry pay in the revised pay structure for direct recruits
appointed on or after 1.1.2006, if their cadre does not have an element of
direct recruitment.
Despite clear instructions that the promotee
postal assistants, promoted on or after 01.01.2006 can claim stepping up pay if
any direct recruit who is junior in gradation list and drawing then higher pay
is available, this has been denied in MP and Karnataka Circles and all the
requests have been turned down by the Regional heads. There are similar cases
in other circles also.
It is therefore requested to kindly cause
necessary clarification and allow the stepping of pay in such cases.
29. Applicability of various kind of TA in Case of
System Administrators.
A kind attention is invited to the
Directorate letter No. 1/02/2011/PAP dated 17.01.2012, in which the application
of SR-25 has been prescribed in the case of System Administrators and they have
been asked to maintain log books for the grant of conveyance allowance.
It is pertinent to mention that the nature
of the duties of the S.A cannot be equated with that of the PRI (P) and the
others. Whenever there is call to attend the fault, the SAs has to rush to
rectify the faults for immediate restoration of the system and office.
Similarly all the inspecting officer has been granted TA/DA including road
mileage allowance to carry out their duties.
As such if the
SAs have to utilize public vehicle for their conveyance under TA/DA. It will
cause more dislocation in services. Further the nature of work of SA shall not
warrant to look after the faults so leisurely and they have to rush the spot to
rectify the errors.
It is therefore
requested to delete the provision of SR 25 and apply the road mileage allowance
in the case if the official utilize his own vehicle for official Journey.
30. Fixing standard operating procedures and uniform
code and rules for all Postal Training Centers.
Of late, Postal
Training Centers are administered by the Directors under their own style and
policy, adopting different methods and trying to implement what they like and do
it as a rule for their period and leave the PTC uncared until the next Director
join and adopt another way of administration.
The only way solves
this kind of situation in PTCs is fixing standard operating procedures and
uniform codes and rules for all PTCs in consultation with staff side.
Directorate should formulate common standard policies for functioning of PTCs,
common rules for trainees, Common facilities for trainees along with uniform
code of conduct for trainees and the PTC administration.
This will reduce
the Directors implementing their own style of management resulting in the great
uncomfort to trainees and the instructors in the training centers.
31. Implementing online facility for all Postal
employees having General Provident Fund (GPF) Account to get information
regarding their GPF accounts directly from the internet:
As part of
mission towards bringing transparency and strengthening the information, GPF
module system of the O/o CGA has decided to expand the e-samanth application to
all PAOs of civil Ministries, presently running in four PAOs of CISF, Ministry
of Home affairs and FAQ (NIC) vide Ministry of Finance, Department of
Expenditure, Office of the Comptroller General of Accounts, OM No
ITD/CGA/07-11/GPF-MIDS/Pt. File III dated 14.09.2012.
The similar
facility may be extended to the employees of the Department of Posts also
having a GPF Account number.
32. Modification in the revised Postmen/mailguard
recruitment rules
As per the
previous recruitment rules, 50% of the Postmen/MG vacancies were reserved as
Group D promotional quota ( 25%
seniority and a 25% merit ) The unfilled up Group D promotional quota vacancies
were offered to GDS under merit quota. But as per the revised recruitment rules
the 25% seniority quota of MTS is removed and the unfilled Group ‘D’ quota
vacancies are offered to open market recruitment. This has adversely affected
the promotional chances of senior Group D staff and also the GDS. This is in
violation of the understanding reached with the staff side. It was assured that
there will not be any open market recruitment of the post of Postmen/Mail guard
cadre.
Further in the
previous recruitment rules out of the 50% Postmen/MG/Vacancies earmarked for
GDS, 25% were under seniority quota and 25% under merit quota. But in the
revised recruitment rules entire 50% vacancies are earmarked for merit quota
only, thus curtailing the promotional chances of senior GDS.
It is requested
to review the Postmen/Mailguard recruitment rules to remove open market
recruitment and also to restore seniority quota promotion.
33. Discrimination in service condition for
eligibility to appear in Lower Grade official (LGO) promotional examination.
As per the
revised recruitment rules, the eligibility criteria for appearing in LGO
examination is 3 years service for Postmen and 5 year service for MTS. As both
Postmen and MTS belong to Group ‘C’ category, the discrimination in eligibility
condition is arbitrary. In fact we are of the opinion that no minimum service
can be fixed in such competitive examinations. However, it is requested that
for MTS also the eligibility condition for appearing for the LGO exam may be
reduced to 3 years.
34. Grant of MACP promotions based on length of
service in each cadre
Recently
DOP&T has published FAQ on MACP. To a pointed question, it is clarified as
follows: -
Question No. 2 – From which date
MACP is effective?
Reply: MACP is
effective w.e.f. 01.09.2008 or on Completion of 10, 20, 30 years of continuous
service whichever is later. Financial upgradation will also be admissible
whenever a person has spent 10 years continuously in the same grade pay. (para
– 9 of OM No. dated 19.05.2009)
From the above
clarification it is clear that an official who is promoted from the cadre of
Postmen to PA cadre is eligible for 1st, 2nd and 3rd
MACP in the PA cadre on completion of 10, 20, 30 years service in PA cadre.
Similarly and official who is promoted from Group ‘C’ to Postmen to PA cadre is
also eligible for 1st, 2nd and 3rd MACP on
completion of 10, 20, 30 years of service in PA cadre. At present, in many
circles the third MACP promotion has not been granted by construing the TBOP as
previous MACP. Necessary clarification in this regard may be issued.
Further, Jodhpur
Bench of the CAT has also issued an unambiguous order quoting the Supreme Court
judgment stating that if an official is promoted from one cadre to another, the
service in the higher cadre will be treated as fresh appointment and MACP
should be granted on completion of 10, 20, 30 years service in the promoted
cadre. It is high time that the department implement the orders of CAT and also
DOP&T clarifications.
35. Delay in issuing orders in the agreed items of
the Postmen Committee.
A committee to
examine the issues related to Postmen was constituted as per the assurances
given by the Secretary, Department of Postal to the JCM (Staff side). The
Committee has already submitted its recommendations. Action may be initiated
for implementing the following recommendation of the committee.
(a)
Maximum beat length
(b)
Unscientific resorting to the single beat system
(c)
Double duty arrangement
(d)
Correction in the definition of congested areas.
36. Special Pay to PO & RMS Accountant
(a)
Grant of special Pay to TBOP/BCR official
(b)
Grant of special pay to MACP official with
retrospective effect
As per the
recent clarification issued by the Directorate, the grant of special pay is
extended to MACP officials who are working as Accountants. The order is
effective only from the date of issue. Hence many MACP officials who have been
continuously working in the Accountant posts are deprived of the benefits from
which date they are working as Accountants. Similarly like MACP, TBOP/BCR is
also not promotion and hence the above benefit should be extended to TBOP/BCR
officials also. Necessary clarifications may be issued.
37. Filling up of the unfilled direct recruitment
vacancies kept under skeleton as per the screening committee recommendation for
the year 2006 to 2008.
Even though the
unfilled direct recruitment quota vacancies for the year from 2006 to 2008, are
not yet abolished, the posts are still lying vacant, Action may be taken for
filling up those unfilled vacancies.
38. Grant of flight fare to officials working in
North-Eastern Region while deputed for training outside NE an also for LTC tour
Officials
working in the very remote areas of the North Eastern Circle are facing many
problems while on tour for training/availing LTC tour outside the NE Circle. It
is requested that air-travelling up to Kolkata may be allowed to all officials
working in the NE while on tour for training/LTC tour outside NE Circle.
39. Supply of updated Postal Manuals, Volumes and
Reference books to all offices
Most of the
Postal Manuals, Volumes & reference books were printed during 1970s and the
corrections have not been incorporated in such volumes. Further the old and
obsolete volumes are also not available in Post offices. After the
computerization of Postal operations, the volumes also required more
corrections and new provisions.In the absence of no such statutory guide books,
the officials are being proceeded in the case of any lapses.
It is therefore
requested to update all the manuals, volumes and reference books and circulate
to all the post offices for reference and guidance.
40. Creation of New Posts of System Administrators
and Marketing Executives instead of redeployment of the sanctioned PA posts
At present, the
Postal Assistants are being deployed to carry out the jobs of systems
Administrations, Marketing Executives etc for which no establishment norms had
been laid down. Resultantly there is an absolute shortage in the operation works
being carried out by the Postal Assistants. Necessary action may please be
taken for the creation of justified Posts.
41. Penalising innocent officials in the name of
minus balances
Despite the fact
that it was assured not to penalize the officials without evincing any action
to recover the minus balance from the depositors, the divisional heads are
resorting action to recover the amount from the innocent official by hook or
crook by misusing the contributory factors provisions. The AIPEU Group ‘C’ has
sent a detailed note earlier about the cause, effect and remedy in settlement
of minus balance for which there seems no action.
It is therefore
requested to kindly ensure not to recover any amount of minus balance only from
the innocent officials without resorting action to recover the amount from the depositors
concerned.
42. Abnormal delay in notifying HSG-I Rectt. Rules
The finalization
of revised HSG-I Recruitment Rules is being delayed on one pretext or the
other. This is pending over five years. 100% of HSG I posts are lying vacant
and are being managed by officiating arrangements without any financial
benefits. Due to the delay in finalizing HSG I Recruitment Rules, Carving out
of Postmaster Grade III is also delayed. It is most unfortunate that orders
have been issued by the Directorate not to fill up the HSG I vacancies as per
the old Recruitment rules. At least which would have caused to fill up some
vacancies.
It has been defeated
the very purpose of matching savings offered to the extent of 680 PA posts for
availing HSG I Promotion and it is highly deplorable. Necessary action may
please be taken to finalise the HSG-I Recruitment Rules and fill all the vacant
posts forthwith besides carving out of Postmaster Grade III Posts.
43. Abnormal delay in filling up of vacant LSG, HSG
II and HSG-I vacancies due to non-holding of DPCs in many circles
In many circles,
the regular DPC to LSG has not been convened. Many LSG Posts are being kept
vacant resultantly causing a shortage in PA cadre due to their officiation.
Further the delay caused non filling up of HSG-II Postal due to inadequacies in
the eligible candidates in LSG cadre. In many circles, HSG-II DPC has also not
been convened and many of the HSG-II Posts could not be filled up on a regular
basis due to the officiating of the incumbents in the vacant HSG I Posts.
It is therefore
requested to cause necessary action to convene DPC for LSG, HSG II and also HSG
I at least as per the existing recruitment rules to fill up all posts.
44.
Problems
relating to Postmaster cadre officials
The assurances made at the time of strike
charters dscussions to permit the Postmaster cadre officials to appeal for the
Group B & IP exam has not been considered. Similarly providing officiating
chances in HSG I posts are denied and juniors to them were ordered to work in
such posts. Even though, the PM cadre has been carved out, the IP lines
officials are permitted to appear Senior Postmaster exam.It is requested to
implement the assurances at the earliest.
45. Construction of new departmental building for
Itanagar Head Post office.
The vacant land belongs
to our department has been encroached and occupied by some miscreants and no
serious action has so far been taken to evict the encroachment. Further, no
action has so far been initiated to construct a department building to Itanagar
HPO which is situated in the remote North East region. Construction of staff
Quarters is the dire need for the employees working in this area. It is therefore
requested to kindly cause necessary action in this regard.
46. Construction of Postal Staff Quarters at Imphal
There is a dire
need for construction of Postal Staff quarters in Imphal which is in the North
East region. As a special case to provide amenities to the N.E. Circle, this
may please be taken as a special issue.
It is requested
to cause necessary action for the constructions of Postal Staff Quarters.
47.
Immediate
filling up vacant Posts of Chief PMGs, PMGS and DPS
There are many
posts of PMGs and Chief PMGs are being kept vacant and additional
charges are being given . In fact, in such cases, many issues are protracted in
taking decisions. In the absence of the DPS over one year, in many circles, the
appeals, pertitions, promotions, staff greivances are piling and the officials
are deprived of their dues months and together and some times it leads to
travesty of justice due to delay in disposal of appeals and petitions.
It is therefore requested in the interest of
service, all the posts may be filled up regularly or atleast on adhoc basis
immediately
48. Upgradation of pay as per sixth CPC to Group ‘C’
cadre in response to Group ‘D’ Selected under blind quota.
The Group D’s
Possessing non matriculate qualification appointed under blind quota were not
imparted any training on the computer so far and they have not been given the
financial benefit of upgradation to Rs. 1800/- Grade Pay.
Since the
visually handicapped persons are not in a position to impart computer training,
a training module has to be developed based on the work requirement of
disabled/blind non matriculates.
It is requested
to cause action to upgrade the pay scale of Group D selected under blind quota
to Group ‘C’ as per the Sixth Pay Commission.
49. Request to provide one time option to the
officials whose increment falls between Feb 2006 to June 2006
Due to the late circulation of the MOF
order granting one increment in the pre revised scale to the officials whose
increment falls between Feb 2006 to June 2006, many officials could not exercise
revised option within stipulated time of one month from the date of issue of
the orders.
It is pertinent to mention earlier on a
similar occasion in late circulation of OM No. F. No. 1/1/2008-IC Dated
29.01.2009, the Department approached MOF and MOF permitted the Department to
allow such option from the date of circulation of the OM. The same was
communicated vide Department letter No. 4-4/2008 PCC Dated 20.05.2009. If the
same analogy is applied in this case many officials could have availed the benefits
and revise their earlier option.
It is therefore
requested to kindly consider the same and cause appropriate action.
50. Date of next increment in revised pay structure
under Rule 10 of CCS (RP) Rules, 2008
The employees
whose date of next increment fell due in the months of February 2006 to June
2006 had opted for fixation of their revised pay after getting their increments
falling due in the months of February 2006 to June 2006. Accordingly they were
fixed in the revised pay with effect from this date 1st February
2006 to 1st June 2006 with date of next increment falling on 1st
July 2007.
However now when
these employees whose next increment fell due between February to June 2006
have been granted that increment on 01.01.2006 in the pre-revised option to
come over to revised pay scale and their date of next increment in the revised
pay structure should be allowed on 01.07.2006. Many Heads of offices are not permitted
the affected employees to have a fresh option for revised pay structure with
effect from 1.1.2006. Suitable clarificatory orders may be issued so that these
employees get the benefit of the order dated 19.03.2012 cited above.
51. Denial of relaxed standards to GDS in the appointment of Postal
Assistants in the revised recruitment rules - regarding.
In the
Recruitment Rules for the Postal Assistants communicated vide Directorate
letter No.60-9/2009-SPB-1 dated 8/5/2012, the process of applications for
admission to write the examination for the unfilled up vacancies of LGOs by the
GDS to PA/SA, the minimum mark in the Plus Two examination has been prescribed
as 50% for all communities including SC/ST whereas in the open competition for the direct recruitments
through examination it was fixed as 45% for SC/ST applicants. This is an utter
violation of the spirit of the constitution of India and defeat the very
purpose of reservation in the appointments. It should have been fixed at least
as 40% for such categories.
It is
therefore requested to kindly cause immediate action to amend the recruitment
rules accordingly at the earliest.
52. Recovery
effected from Commutation of pension from Postal pensioners who had proceeded
on voluntary retirement during the period from 1.1.2006 to 31.8.2008.
While implementing the order of the
DOP&T F.No.38/37/08-P&PW(A) dated 10-12-2009 some of the pensioners who
retired/who took VR between 01-01-2006 to 31-08-2008, are getting lower quantum
of DCRG due to withdrawal of the benefit of added years of service for the
purpose of computation of revised pension/ revised gratuity resulting in excess
payment of gratuity. Recovery is being effected not only from the arrears of
pension but also from the commutation, which is against the O.M. dated
10-12-2009( para 4). Further, the DOP&T
in its clarification issued to the Railways ( Ref. Swamy’s Compilation
on Pension , page 110) had categorically reiterated that no recovery should be
affected from the commutation of pension on account of revision of pension vide
the above said O.M. Hence, it is
requested to issue necessary instructions in this regard to all Circles not to
affect any recovery from the commutation of pension.
53. Dies non period should also be taken
for reckoning of continuous service while granting ACP/MACP to officials:
ACP/MACP order stipulates regular service
(and not qualifying service) of
12/24, 10/20/30 years to become eligible to get financial up-gradation under
ACP/MACP. While counting the regular service the periods of Dies-non are not
being reckoned as part of continuous service. It should be noted that dies-non
is not a break in service. It is also note worthy that the periods covered by
EXOL without Medical Certificate is being allowed for counting the service for
the purpose of promotion under ACP/MACP even though the same is excluded from
the qualifying service for pension purpose. The concept of qualifying service
even for pension calculation is now liberalized. Hence, the periods of dies-non
should not be treated as a break in the continuous service and should be
counted for the purpose of financial up-gradation under ACP/MACP.
54. Grant of Grade Pay of Rs. 1800 to
Group D/MTS who retired/expired from service after 31.08.2008 without having
been imparted training:
The Department of Expenditure vide O.M no.
F.No.7/19/2010-E III (A) dated 02-10-2010 allowed the Grade Pay of Rs.1800 to those Group D / MTS who
retired/expired from service during the
period from 1.1.2006 to 01.09.2008. However in some Circles due to
administrative delay/late receipt of orders, etc., training could not be
imparted and such Gr.D/MTS officials retired/expired before getting such
training. In such cases, the Grade Pay of Rs. 1800 has not been given resulting
in lower pension. Hence, it is requested to extend the Grade Pay of Rs.1800 to
these retired/expired officials also.
55. Imposing
unjustified conditions for appearing IP
Examination for the departmental quota vacancies.
The following conditions were put forth by
the Department vide letter no. A 34012/7/2012-DE dated 07.06.2012 for appearing
in the IP examination which are detrimental and also against to the existing
provisions in appearing Departmental examinations.
(i)
No disciplinary action is pending or contemplated
against the applicant.
(ii)
No punishment is current against the applicant.
(iii)
No adverse entry in the APAR/ACR in the last two
years.
The Nodal officers have to verify and
ensure that the candidates having any of the above infirmities should not be
permitted even on a provisional basis.
Based on the above, the applications
submitted by many officials have not been entertained this time, merely for
contemplation of Disciplinary proceedings. No promotions can be withheld in
such cases. As such denial of appearing promotional examination is highly
deplorable and will tantamount to the denial of Fundamental rights to this
official. Even the procedure of sealed cover is available for promotion. The
new clause of adverse entry for the last two years is nowhere in the earlier
rules and it is against to the interest of the officials.
It is therefore requested to consider and
rescind the above said conditions laid down in the Directorate letter dated
09.03.2011 and restore the old provisions and other Government instructions in
this regard.
56. Bifurcation of Bastar and Raigarh divisions
in Chattisgarh Circle
The Circle administration has sent
proposals for the bifurcation of Bastar and Raigarh divisions and two divisions
more based on the functional requirement and justification. In fact the area
serving by Bastar division is equal to the entire state of Kerala. Similar is
the provision of Raigarh division which is surrounded by four states. There is
justification for the formation of such divisions based on the SIU norms also.
It is therefore requested to consider and
cause appropriate action
57. Sanctioning and filling up of vacancies of
Postmen and supervisory Postmen Posts:- The work of postmen is seen increasing
day by day but no justified strength of postmen staff is posted. Whenever issue for justification is raised,
it is overlooked and rough calculation is done to avoid justification and
provision of proper strength on the basis of workload. Under the existing rule a sorting postman is
to sort out 450 letters per hour. Further there is justification for one post
of sorting postman against the strength of 10 postmen working in the delivery
post office. On this basis the post of
sorting postman should be fixed to complete sorting work.
58. Fixing
norms for Postmen work
Department of
posts is creating new jobs of work for postmen cadre. For example (i) Speed Post articles for
delivery (ii) ADHAR CARD (iii) Work given by Election Commission for
verification of voters list.
As regards
delivery of ADHAR CARDS, some time there is huge receipt of Adhar Cards say
between 10,000 to 20,000 in numbers. For
delivery such great numbers at a time is not only tough work but impossible to
affect delivery along with the other delivery letters for postmen staff
.Moreover pressure is exerted on postmen staff for 100% delivery on the same
day. Failing to complete 100% delivery, punishment is awarded on flimsy
grounds. Plea of non-delivery beyond circumstances is always overlooked. There
should be some limit for each postman so that these could be delivered
conveniently and correctly. There
should be separate postmen for extra work for normal duty without detailing him
on incentive.
As regards
delivery of letters by one postman, there is no limit. Postman is unable to delivery all letters
entrusted to him during his working hours being more than justified letters
given to him for 100% delivery on the same day. It should be laid that one
postman should delivery maximum number letters with reference to length of beat
covered by him during his working hours.
59. Survey of
Postmen Beats: -
Survey of
Postmen Beats has never been scientifically carried out so far.The length and
breadth of beats are on increase, but no proper survey is taken resulting
postman staff working in the area is utmost harassed. The postman work is seen
increasing on all type of articles meant for delivery. Survey of beats should not be taken on the
table but by practical measurement by biometric system. This results injustice
with the postmen cadre.
60. Evolution
of Norms of Group 'D'
It has been seen that the workload on the part
of Gr. 'D' has increased with multiple duties in addition to erstwhile duties
performed by them. It is not possible to complete all duties within the working
hours despite their best efforts. Time factor for each new job need to be given
to arrive at justification relating to working hours in a day.
61. Post
result of survey of Beats & unfilled up vacant posts of Postmen: -
It is mentioned
that unfilled posts of postmen relating to many previous years are still to be
filled up. After survey the number of
new posts on the basis of workload are also be taken on priority basis for
filling the posts. LR Posts are seen
left unfilled resulting postmen cadre whenever applies for leave on priority
basis are either curtailed or rejected.
LR posts are self explanatory as these are meant to meet such exigency
so that smoothness of daily work could be maintained.
62. 100%
delivery of Mail: - Department is
not looking into the gravity of % percent delivery in the right perspective. The
slogan of % percent delivery has become myth and postmen staff is grilled and
punished without listening his problems for left of mail undelivered. It is the sincere duty of postmen to visit
all the houses where articles are to be delivered. When some houses are found locked and some
addressees have changed their residence and other are writing wrong addresses.
This kind of total percentage is taken as not delivery of articles and remarks
given by the postmen are ridiculed. As such issues are to be kept under
"houses visited but not delivered as per remarks given on the
articles" under delivery. When such
left over items returned postmen should not be questioned and viewed with
dereliction
63. Uniform
and kit maintenance allowance:-
At present there
is no provision for providing uniform/kit maintenance allowance for up keeping
the uniform and other kit items for better get up and long duration like other
uniform wearing staff such as nurses etc. Washing allowance and stitching
charges are very small amount and don't serve the purpose. Past experience has shown that there is no
transparency in purchasing the uniform cloth and other kit items resulting
issue of sub standard of cloth and item which become unserviceable before the
time of next due. The staff is ridiculed
and feels humiliated. It does not seem
good to say repeatedly that items are not worth of quality and money spent
therewith. Rules are not strictly
followed since purchasing of substandard items on higher rates leads to
corruption and loss to the department.
64. Provision
of Cash allowance in place of items issued in kind:
It is suggested
that cash allowance in respect of cloth and other kit items be approved to
avoid all nuisance over this issue and avoidance of in fructuous correspondence
ending with no positive result.
65. Security
of Cash Overseers: -
In these days it
may be seen that there are many untoward incidents happening all over the
country, while traveling with heavy cash without proper security. Bad elements are always looking for the
persons carrying heavy cash without security.
Traveling with heavy cash without security is not only loss of cash but
it is also full of life risk. It is a
matter of great concern.
66. Incentive
to Mail Overseers for procuring RPLI Business:
RPLI work
assigned to Mail overseers without any incentive does not justify performing
extra work in addition to his own duty.
Moreover procuring RPLI business is not only tough but also involves
extra time to make the rural folk understand the terms and conditions in this
regard. As incentive for RPLI work is presently given to PA, some proportion of
the incentive should also be made available to Mail overseer who is also
assisting in this work in order to generate more business in the interest of
department by involving extra time in this regard.
67. Review
of Postmen Norms:
(i) e.MOs & Speed post letters:– It is pertinent
to mention that work load on postmen is seen increasing day by day for
involving delivery of MOs, where e -mail money orders with many digits
involving extra time that the erstwhile money order of four digits. No time factor has been allotted to this
job. As regards Speed post delivery
articles; there is no justification for large number of speed post articles
alongwith normal work of delivery.
Pittance amount allotted to each SP letter is not justified. Separate Postman should be detailed for this
heavy and responsible work of early delivery.
When this work is given alongwith other work, the work of SP articles
delivery is delayed. Moreover, seasonal
excess mail generated during seasonal greetings, delivery of telephone bills,
Rakhi mail, annual reports of companies etc. should be counted separately and
extra staff should be detailed in the interest of early and quick delivery.
(ii) Time factor for Enquiry of incomplete
addresses:-
There are many
letters come across in the beat of each postman daily. To make enquiry for correct disposal, it
takes much time. But there is no time
factor for this job.
(iii) Time factor for delivery of Regd/AD and
SP/AD etc.:-
There is no time
factor for delivery of AD attached to Regd, Speed Post letter and insured
articles. To make complete action, it
takes extra time. Time factor need to be
allotted in this regard.
68. Performing
double duty by Postmen on Double Duty Allowance Basis:-
Actually it is
seen that 10% Leave Reserve staff
against the sanctioned strength of postman staff working in each post office,
which should be kept to meet exigencies like EL/CL and other emergencies, is
not maintained resulting shortage of staff to meet such situations causing
resentment and hardship to the staff. It
would be pertinent to mention that postmen staff whenever applying for leave
even in emergency is not granted leave.
Leave applied for is rejected on the plea of shortage of staff. In addition, they are asked to perform double
duty on DDA. The duty of postman is very
strenuous and full of exertion. He find
difficult to complete the work relating to his own beat. Extra work allotted is really hard nut to
crack. He performs whenever given under
threatening. This sort of duty should
not be given on regular basis but should be restricted not more than continuous
four days at any cost.
69. Provisioning
of 10% LR: -
Neither
combination of beats nor double duty is possible by a postmen in addition to
his own duty. Work left by them is taken
as dereliction of duty inviting punishment despite extra work performed with
sincerity with devotion .For efficient delivery is only possible when justified
workload with reference to length and breadth of beat is assigned. LR posts and
unfilled Vacancies of postmen are to be filled up. This problem is always let
off
and no
improvement is seen resulting continuous harassment with the postmen cadre. No
time limit has been fixed for double duty of Postman. This requires to be fixed so that nothing
tells upon his health.
70. Weight
and Size Limit of Express Post Parcels delivery by Postmen:-
It has been seen
that without weight and size of Express Post Parcels are given to postmen for
delivery. Maximum weight and size limit
of these parcels should be fixed for delivery by postmen.
71. Norms for selection of officials as Mailoverseer,
Cashoverseer, sorting Postmen & Head Postmen.
selection of
Mail overseers, Cash Overseers, Sorting Postmen and Head postmen should be made
out of postmen staff on seniority basis not pick and choose system which
creates disparity and resentment among the staff.
72. Provisioning
of Mobile to Postmen, Mail Overseer and Cash Overseers:
At present it is
felt that there is necessity to provide mobile to this staff in order to bring
efficiency in their services to contact SSPO, ASPO, A/C Branch and concerned
BOs which would also help to ascertain enquiries in emergency, if required. As
regards postmen staff, provisioning of mobile would be a great help to affect
quick deliveries of mail after ascertaining from the addressees in doubtful
cares regarding their whereabouts (when house found locked and left without
information on other locations) specially Speed Post articles
73. Minimum
and maximum area of beat, number of houses to be served in the beat, number
of accountable articles, such as Regd/Parcel/Speed post, MOs and ordinary mail
has not yet been fixed to be served during duty hours of a postman to avoid
confusion and harassment among the staff.
This need to be examined and fixed to assure 100% delivery efficiency.
74. Timely
supply of uniform and issue of Kit Card:
There are
reports pouring from every circle that there is no timely supply of uniform and
no Kit Card record with employees showing date of issue causing disappointment
and harassment among the staff. Kit card
should be supplied to all eligible employees so that date of issue and next
issue could be ascertained.
75. Special
drive for residual vacancies: Special recruitment drive to fill up back log
vacancies of Postmen /Mail Guard cadre pertaining to 01.11.2008 may please be
taken on priority basis.
Out Station
Allowance for RMS Staff- Revision on the basis of Grade Pay instead of post.
76. Out Station Allowance for the RMS staff
working in sections
It is based on the Daily Allowance given
to the employees while on tour. It is calculated on the basis of 6 hours per
unit. The 6th Pay Commission recommended the Daily Allowance on the basis of
Grade Pay not on the basis of post. Directorate while revising the Out Station
Allowance vide its Memo No. 28-2/2010-D dated
19.7.2011 mentioned that revision in the wake of revised DA rates
recommended by the 6th Central Pay
Commission but calculated it on the basis of post held by the
official instead of Grade Pay. This calculation has created confusion as at
S.No. 5 in Para 2 of the above mentioned letter LSG SA working in the sections
is to be paid OSA at the rate of Rs.31.50 for every six hrs. SAs who have got
MACP-I, MACP-II and MACP-III and getting Grade Pay of Rs.2800/ to 4600/ are
also working in the sections but Circles are not paying them OSA at the rate
prescribed for LSG-SA (Rs. 31.50) though their grade pay is at par or more than
LSG SA. These officials are at the loss. Previously TBOP/BCR SAs were getting
the OSA prescribed for LSG SA.
OSA is calculated after deducting 20% of
Daily Allowance on account of facilities provided in the Rest Houses. Now at
most of the stations no Rest has been provided. Daily Allowance is enhanced by
25% while staying in Metro cities. But
no OSA is paid at higher rate to the staff who stay in Metro cities while on
duty.
We demand that Out Station Allowance be
paid on the basis of Grade Pay as in the case of Daily Allowance paid while on
tour so that there is no discrimination (b) 25% extra Out Station Allowance be
paid to the officials while staying in Metro cities (c) There should be no
deduction of 20% if no Rest House facilities have been provided. (d) increase
OSA by 25 % on
77. Framing of Recruitment Rules in respect of
Postal Assistants/Sorting Assistants in Department of Posts.
In the method of Recruitment
Rules under Column 12 & 13 of your office letter No. 37-47/2010-SPB-I dated 18.11.2011 the composition of the Departmental Promotion
Committee for considering Confirmation, Senior Superintendent of Post Offices/
Superintendent of Post Offices has been shown as Chairman of the DPC which
shows that for the Confirmation of the Sorting Assistants also Senior
Superintendent of Post Offices/ Superintendent of Post Offices will be the
Chairman of the DPC, which does not appear to be correct. For the confirmation
of Sorting Assistants Chairman of the DPC should be from RMS side i.e Senior
Superintendent of RMS/ Superintendent of RMS.
Kindly add Senior Superintendent of RMS/ Superintendent of RMS as
Chairman of the DPC under Column 12 for Confirmation of Sorting Assistants and
issue a clarification in this regard.
78. Restoration of two advance increments
to the staff working on AMPC Mumbai, Chennai and be paid to the staff working
in Delhi and Kolkata.
The Eighth
Planning Commission had approved in principal the setting of Automatic Mail
Processing Centres in Metropolitan Cities. Two centres were established, one at
Mumbai in 1993 and the second one at Chennai in 1996. The objectives for
setting up Automatic Mail Processing Centres in important mail concentration
centres in the country was
1) To
switch over to a Higher Mail Processing Technology and
2) To
achieve Higher productivity to maintain the desired quality of services as perceived
by our esteemed clients.
Keeping in view
these objectives it was decided to formulate a unique incentive scheme in
consultation with the General Secretaries of all recognized unions representing
RMS officials. Accordingly a incentive scheme was evolved and issued by the
Directorate vide letter No. 39-19/90-D (Pt) dated 28/04/1993. In the said
unique incentive scheme, as a part of higher technology incentive, each
officials working in AMPC, Mumbai (including the officials attached to Mail
Agency and Administrative Wing) was granted two extra increments due in his/her
own pay scale at the stage at which he/she is at the time of joining AMPC,
Mumbai. The scheme was implemented on experimental basis for first six months
after inauguration of AMPC, Mumbai. Further the same was extended upto 30th September,
1995 vide Directorate letter No. 39-19/90-D (Pt) dated 04/07/1995. Later on the
Directorate vide letter No. 39-19/90-D (Pt) dated 10.11.1995 decided to implement the incentive scheme of
AMPC, Mumbai on a PERMANENT BASIS. A concurrence for the same was also
issued by the Finance Advice (Postal) wing vide their No. 3007/FA/95 dated
25.10.1995.On installation of AMPC at Chennai this incentive scheme was also
extended to the staff working on AMPC Chennai.
Two increments
were being given to the staff to encourage them to work on new technology and
give higher out put. Orders to withdraw this incentive has not only discouraged
the staff but also demoralized them.
Incentive Scheme
of two increments was introduced in consultation with the Staff Unions and
unilaterally withdrawal of them Directorate vide its letter No. 20-5/2010-D
dated 24.8.2012 i is against the
agreement and will create trust deficit.
Kindly
reconsider your decision on withdrawal of two incentive increments from the
staff working on AMPC in Mumbai & Chennai
79.
Age relaxation to Ex servicemen in the Departmental Examinations .
Age
relaxation is given to the Ex-Servicemen while recruiting in the Department but
no age relaxation is given to them to appear in the Departmental examinations
where age limit restriction is applicable as a result they are deprived of
their promotion. As in the case of IPO examination age limit is fixed 40 years
for General Category candidates and 5 years relaxation is given to S.C &
S.T. candidates but no age relaxation is given to Ex-Servicemen to appear in
the IPO examination as a result they are deprived of their promotion to the IPO
cadre.
Kindly consider the age relaxation of 5 years
to Ex –Servicemen to appear in the Departmental Examinations for promotion to higher cadre where age
restriction is applicable.
80. Engagement of Short Duty Staff-Restriction of
60 hours per month.
Short
Duty Staff scheme has been re-introduction
from 14.8.2008 to cope with
the acute shortage in Post Offices and RMS Offices, the number of
days for which Short Duty Staff can be
engaged is 60 hours in a month
which are not practically helpful to
mitigate the sufferings. The ceiling may be lifted and the divisional heads may
be authorized to decide the quantum of engagement based on the requirements at
the offices in their jurisdiction.
81.
All National Speed Post Hubs should be
under the control of RMS Divisions.
Speed Post Hubs :- It is a specialized works of sorting.
RMS persons are well trained about sorting work. It was agreed at the time of settlement
of strike charter of demand.that all the Speed post Hubs would be under the
control of RMS.
82. Preparation of Due Mail list(DML) and Memo of distribution
of work(MDW) are required for proper functioning Speed Post
Hubs ,L-1, L-2 Hubs. So necessary
instructions may be issued to the
respective HOC accordingly for issuing of Due Mail List and MDW.
83. Review of work load in Business Office.
In most of the Business
Offices are functioning with outsider. The pre-mailing part can be managed by
the outsider such as DRM(Daily Rated Mazdur), Casual Workers etc. But the other
works such as opening of bags, sorting of articles, closing of bags are required to be done by the regular employee.
84. Stop engagement of Deptl. Employee in non-productive
works.
Some instructions issued
from Dte. on 1st November,2012 for monitoring of KPI
performance at Speed Post Hubs /Intera Circle Speed Post Hubs /MA
Points/Sections by the Head Sorting Asstt/Mail Guards etc. for monitoring and
forwarding the report to the authority. It should be entrusted to the IRM/ASRM/DSRM etc.
85. Request for
absorption of MTS Temporary status
officials as MTS in RMS units.
As per the Gazette notification No.46 dtd
23-1-06 in part II-Sub –section (i) issued by the Government of India the
revised recruitment procedure for MTS
employees has been laid down.
In accordance with these instructions the MTS vacancies of 50% will be
filled among the GDS, 25% open market and 25% from Casual labourers employees
working in RMS unit and if sufficient number of GDS are not available In RMS
unit the vacancies will be filled by
other GDS employees working in neighbouring
Divisions or units by selection own seniority, it came to the notice of
the union that in many circles sufficient number of GDS employees are not
available and there were many MTS Temporary Status employees working.
infact most of the Postal Division are
not situated at the Head Quarters of RMS Divisions For example Delhi, Karnataka, Tamilnadu,
Uttar Pradesh, Maharastra etc.
Therefore it is requested to fill up the
MTS’ vacancies by Temporary status MTS
employees by absorption as one time measure where sufficient number of
GDS are not available to help them in absorption.
86. Promotion of Departmental Lower Grade Officials to the cadre of
PA/SA under the incentive scheme.
The incentive scheme for promotion of
clerks ( PA/SAs) in accordance with Directorate letters No. 60/11/62- SPB –I dt 30-5-1963 and
62/24/63-SPB-I dt 9-4-1964 is not being implemented for the last 8 years the
scheme was last implemented in 1999.
Due to non-implementation of the scheme
many eligible officials are denied promotion, our union requests
Kindly to instruct all concerned to take
necessary action in this regard with out further delay and promote all
eligible LGOs to PA/SA cadre.
87. Review
if instructions on engagements of casual labourers in the light of the
Guidelines on outsourcing.

dated 19-11-2011.
As per your letter under reference MTS
Group ‘C’ has been assigned with duties of watch and ward /caretaker and
general cleanliness and un keep of section /unit/office including dusting of
furniture cleaning of building rooms & fixtures, gardening in addition to
duties already entrusted to them.
Extra duties assigned vide your letter
under reference of MTS Group’C’ are not
only unjustified but also huge harassment to them since their department work
relating to multifarious duties is already overburdened. They don’t find time
to make themselves spare even for their lunch hours as work load is seen
increasing day by day . in this connection it is also intimated that there is
already huge shortage of MTS staff in almost all circles resulting overburdened
with work and unable to perform their duties .
Our union opposes the extra duties as
assigned in para 2 of the letter under reference. It is therefore requested
that such duties may please be withdrawn immediately in the interest of smooth
functioning of the work for the very obvious reasons as mentioned above . extra
duties as assigned in para 2 may please be out sourced /existint CL to be
contuined instead of giving to MTS .
88. Revision
of instructions issued to merge the duties of outsourced casual labourers with
the work of Multi-Tasking Staff – regarding.
This Union draws your kind attention to
the recent orders of the Directorate No.4-4/2009-PCC Dated 19.11.2010 directing
merger of several duties performed by part time and contingent staff with the
duties of MTS. It can be seen that many such unskilled duties are now being
attached to the MTS in many places in spite of
the fact that the MTS are the upgraded Group ‘C’ staff and not any more
the Group ‘D’ staff. While it is
understandable that all the earlier duties and responsibilities
performed by the erstwhile Group ‘D’ have continue to be performed by them. It
is not justified to attach those duties of unskilled labour by way of outsourcing etc.
This Union also wishes to bring to your
kind notice that erstwhile Group ‘D’ cadre was the worst hit cadre by way of
abolition of posts through the Screening Committee that resulted naturally with
very heavy work load on the remaining
erstwhile Group ‘D’ staff. Now further attaching the duties of the
outsourced contingent and part time
casual labourers to these Multi-Tasking Staff is highly unjustified. These MTS
are expected to perform more leg-work outside the office Transit Sections TMOs
in Railway Stations, Bus Stands etc.
Therefore inclusion of more such unskilled duties will render their assistance
to the Sorting Assistant inside the office totally unavailable and
leading the smooth office work into difficulties.
This Union therefore urges upon your
intervention for causing necessary reconsideration of the Directorate orders
for transferring the work of the part time and contingent staff to the MTS
89. Creation of MTS Posts to the tune of
vacant GDS MM Posts in RMS – regarding.
This CHQ is constrained to draw your kind
attention that consequent upon the issue of Directorate Orders for keeping the
GDS MM posts in RMS wing unfilled, the work load of the MTS staff in particular
has increased manifold.
The Circle, Regional and Divisional
Administration have taken advantage of the said orders to keep the vacancies of
all such GDS MM unfilled but they have not taken any effort to assess the
actual work hours to be performed by those vacant GDS posts to create necessary
MultiTasking Staff posts.
This CHQ desires that the Directorate may
kindly issue suitable instructions to all concerned to immediately assess the
total hours of work pertaining to the vacant GDS MM posts in RMS and take
measures to create appropriate posts of Multi-Tasking Staff in order to
mitigate the problems of staff and the RMS services.
90. Revision
of OTA Rates.
There was no
revision in regard OTA rates since 5th CPC and our union resolved to request to revise
OTA rates keeping in view of arbitration awards and pay scales accepted by the
6th CPC. This CHQ therefore
demands that the Department of Posts should review the position immediately and
increase the OTA rates.
91. Supply of
Government Orders from all sections to Recognised service unions.

You are aware that all the posts in all
cadres will have D.R. and D.P. quota while filling up of posts expect in the
cadre of Group 'D'. The Group 'D' posts would be filled among GDS and Casual
Labourers in the ratio of 75% and 25% respectively by treating them as
outsiders (D.R). While filling up of Group 'D' the 2/3rd posts are
being abolished and 1/3rd vacancies are being filled as per the
directions of the screening committee. Infact the vacancies of Group 'D' are
filled without examination as per seniority cum fitness and hence they will
come under promotion quota (D.P). As there is no examination and no direct
recruitment by issue of notification the vacancies among Group 'D' may kindly
be exempted from the purview of screening committee while filling up Group 'D'
posts,( from 2000 -2008)
93. 100 Multi Tasking Staff by overtaking the
services of Mailguards in RMS
That the minimum qualification for erstwhile
Group’D’ was made as Matriculation with pay band in PB-1 with Grade Pay
Rs 1800/- .The Non-Metric Group’D’ were given training and are converted as
MTS. The duties of such MTS have been
changed vide instructions contained in DG Lr No 1-20/2008-PCC dt 27-3-2009.
After conduction of the prescribed training the MTS services are being utilised
by overtaking the duties of Mailguards. Infact
the duties assigned in the said letter are of Sorting Assistant duties
in nature. If these MTS are being utilised for these duties the Mailguards will
become subordinate in performing their
duties. By this the class discrimination is being created in the rank and file.
This Conference Therefore Demands to
utilise the services of MTS as Mailguards and the regular Mailguards services
in Transit Sections so that the Mail
Agents Services can be utilised in mail
offices. If this suggestion is implemented
to some extent the shortage of
staff can be meeted for improving the efficiency in running RMS offices/Transit Sections.
94.
MACP Scheme—its impact on the postal employees.
Painfully notes The postal Department
introduced the time bound promotion scheme in 1983, in view of the long waiting
period for promotion. When on the basis of 5th CPC recommendations,
the Government introduced the ACP scheme; the postal department opted out as
there had been not much difference in the two schemes. Rather the employees of
the postal department felt that the two time bound promotion scheme was more
beneficial than the ACP.
The MACP, which is considered as an
improvement on the erstwhile ACP, as it provides for three financial
upgradation within a service period of 30 years, the postal department the
erstwhile time bound promotion scheme with MACP. However this brought about an
anomalous situation especially in the case of employees who are promoted to the
next grade on the basis of a limited Competitive Examination. While the
residency period in the case of a departmental employees who is promoted to the
next grade on direct recruitment quota by passing the requisite competitive
examination is reckoned from the date on which he is so appointed, the same
facility is not extended to those who are so appointed on the basis of a
limited
Competitive Examination. In fact limited
competitive examination is on the same footing as that of the competitive exam
based direct recruitment. In the postal department quite a number of vacancies
are filled up through the limited competitive examination. The system of
promotion through limited competitive examination to do exist in many other
central government establishments.
This CHQ, therefore, request that
necessary clarification may please be caused to be issued to the effect that
the date of recruitment in the case of such employees who are appointed on the
basis of limited competitive examination would be the date on which they are so
appointed and not the date on which they are recruited to the government
service for the purpose of MACP and they be entitled for 3 promotions reckoned
from the date on which they are appointed to the Grade by virtue of clearing
the limited competitive examination.
95. Evolving
a scheme of social security to the TS CLs and PTCS on the rolls for
grant of financial aid who died in mishap/ terrorist activities /dacoits :-
To provide a
scheme to the TS CLs and PTCs on the rolls by collecting sum amount of
subscription like CGIES scheme for providing financial assistance to the
families on the event of any mishap/ terrorist activities /dacoits as they are not getting any benefits like
regular employees.
96. Providing Full bogie/SLR coach accommodation
for RMS Sections :-
RMS sections
working in second class van linked with public with 40/20 seats, 30/10 seats
though there is heavy mails for checking of forward bags and opening and
closing of TBs in 10 seats is not possible, the staff are facing much
inconvenience and difficulty, the staff are forced to have unnecessary
arguments while exchanging mails with single door, the CHQ union requests the
Director General of Posts immediate intervention for providing Full bogie/SLR
coach Mail van.
97.
MTS Recruitment rules 25% casual labourers.
Revised MTS recruitment rules 25% casual
labourers That 1993 bar in regularising of casual labourers should be withdrawn
and all casual labourers should be
regularised .This Union therefore urges upon your intervention for causing
necessary reconsideration of the Directorate orders.
98. Canvas Bags :-.
That Supply of
good quality canvas/polythene bags to the units. Due to shortage of Departmental
canvas bags second hand polythene bags of every kind including those used to
pack fertilizers and dangerous chemicals, are being supplied to R.M.S. offices.
Such bags are causing not only instantaneous affects like nausea and dizziness
to the staff but also leading to some long range problems.
So, necessary action to procure and supply
only standard canvas bags to all R.M.S. offices through P.S.D.s may kindly be
taken early. Meanwhile it may be ensured that only good quality Canvas /
polythene bags which are got manufactured by the Department are supply.
99.
Providing adequate man power to all RMS/MMS units.
Present existing staff are facing much
difficulties. After the reduction ADR 2001 to 2004. but in RMS /MMS work
increasing in units, Mail Offices Transit Sections and MMS workshops consequent
introduction of New Schemes in our Department.
100. Filling up
of Multi Tasking Staff vacancies for 2009-2010 in accordance with the latest
Recruitment rules

Our Union requests your kind attention to
your office letter cited above wherein, all the
Recruiting Authorities for the Multi
Tasking staff Vacancies in the Circle were directed to fill all the MTS
Vacancies in accordance with the instructions contained in Directorate memo
No45-2/2011-SPB-I dated 27.01.2011. The last date fixed for completion of the
process is 29.03.2011.
But, to our dismay no MMS Division in West Bengal , Andhra Pradesh and
Delhi circles implemented those orders so far. Therefore, we request you kindly
to look into the matter and take necessary action to get all the MTS Vacancies
in the MMS Division’s of the above circles filled in without any further delay.
101.
Fixation of pay of MTS (Group C officials) who were granted ACP-I and ACP-II
upgradations prior to 01.01.2006 consequent upon implementation of 6th
CPC recommendation in the light of Postal Directorate’s latest order no.
1-20/2008-PCC (Pt.) dtd. 18.07.2011.
The MTS Group-C (erstwhile Group D) officials
who got ACP upgradation prior to 01.01.2006 had been given MACP upgradation
from 01.09.2006 ignoring their ACP up gradations as per Postal Dte’s O.M on
MACPs dtd. 18.09.2009 issued on the strength of DOPT O.M No.
35034/3/2008-Estt(D) dated 19.05.2009 by applying single double or triple
fixation formula as specified in the said O.M dated 18.09.2009.
After almost three years from the date of
effect of such MACPs to the concerned officials the Dte order no. 1-20/2008-PCC
(Pt.) dtd. 18.07.2011 from Pay Commission Cell has been issued which directed
to give Grade Pay of Rs. 1900/- to officials who got ACP-I prior to 01.01.2006
and Grade Pay of Rs. 2000/- to officials who got ACP-II prior to 01.01.2006.
Definitely, the Dte’s said order dtd.
18.07.2011 has been issued to protect the interest of the erstwhile Gr. D
officials who got ACP-I & ACP-II upgradations prior to 01.01.2006 but
treated at par with their juniors by awarding the same Grade Pay of Rs. 1800/-
in between 01.01.2006 to 31.08.2008.
Dte’s order dtd. 18.07.2011 being misinterpreted by same circle IFAs
& causing deprivation of benefits already drawn under MACP by those
categories of MTS mentioned above.

Immediately arrange for filling up of
vacant posts in the cadre of PACO & MTS in Circle Administrative offices.
Although for PA/SA cadre for filling up of
vacant posts certain Advertisements and processing have started some months
ago, the same for PA cadre in Circle Administrative offices have not yet been
circulated & started. So many PACO
posts and MTS posts in Circle and Regional offices are lying vacant month after
month.
103. Providing
norms for BD, Technology, RTI oriented works and Project Arrow works
No establishment norms as per SIU standard
for works relating to BD, Technology, Project Arrow and RTI oriented works has
been formulated so far our knowledge goes.
It is evident that huge work hours for disposal of those items of works
have already been created in CO/ROs but no man power to deal with the cases has
been provided due to non framing of norms to adjudge the quantum of such work.
104. Issuance
of clear instructions to all CPMGs that in the city areas where Cos/ROs are
situated, decentralization of RPLI/PLI should not be done.
Inspite of
repeated discussions and decision over the matter even in the meeting on
21.05.2012, no
clear and uniform instruction has been given to the Circle Heads causing uncertainties
for settlement of cases.
105. Save
century old centralized Accounting office – DPLI office, Kolkata and ensure job
security of the staff of DPLI office, Kolkata.
Many fold increase in the steady growth of
PLI/DPLI business for decades was possible through Centralized Accounting
system of DPLI and centralized settlement of all claim cases like Maturity,
Surrender, Death, Loan etc. by C.O, is now under transformation although the
picture is not clear still now, causing uncertainties.
106. Permit
Circle office staff also to appear in PSS Gr. ‘B’ examination without effecting
the existing benefits for them.
Circle office staff working as PACO need
to be given opportunity like PAs/SAs to appear at the PSS Gr. ‘B’ examination
without hampering the existing promotional avenue for only the few people /Seniormost (HSG-I).
107. Promotion of OS to AD (Rectt.)
Only 4 posts of Ads are there in the
entire country drawing Rs. 4600 Grade Pay where office
superintendents/Seniormost HSG-I officials working in Circle/Regional officials
are promoted. But DPCs are not being
held for many years and thus eligible officials are being deprived of getting
promotion. The posts should be merged
with the other posts of Asstt. Directors of Circle offices for the sake of
justice.
108.
Grant of special pay to the SS in Circle office.
For long the Section Supervisors in
various capacities are discharging their duties and sharing responsibilities
without any extra benefit whereas ADPS level officers working in CO/RO are
drawing special pay. Keeping in view the
importance of the posts and discharging extra responsibilities, special pay as
justified may be granted to boost up the Supervisors working as LSG, HSG-II
& HSG-I.
109. Reassignment
of the DO PLI work and suitable modification for procurement of PLI business
and revision of PLI incentive.
In the changed scenario, DOs, PLI may be
utilized for imparting training to the Direct Agents/FOs, PLI and Marketing
force. Notification has long been issued
for revision of incentive of PLI/RPLI to the commission Agents and Retired
Field officers but the rates of incentive for DOs, PLI and the Departmental
Employees remain the same. On the other
hand, the limit of free business has been increased from 4 crore to 9
crore. The D.O, PLI and Departmental
employees are achieving more than 80 % of the total allotted targets and only
20 % is procured by the Direct Agents.
The incentive rates are the same for the last 20 yrs.
110.
Grant TBOP/BCR to those officials who
are senior in the gradation list from the date their juniors are granted
TBOP/BCR, irrespective of the fact whether they have completed 16/26 yrs. Of
service – Cases of Orissa & Karnataka circles.
Although identical cases have been cleared
by the Supreme Court, some other cases are still unsettled.
111. Creation of more L-1 offices :
Before
implementation of Redesigning of first class mail office, the staff side was
assured that more L1 offices will be opened and L2 offices will be converted as
L1 offices wherever it is found necessary. But after implementation, this was
not kept up. For instance, the staff side demanded that L2 office of Guntakal
RMS should be upgraded as L1. But the Department did not agree with us though
there is ample justification. Hence, re-look is required in this regard.
112. Irregular posting ordered in LSG Promotion
in some Circles :
In Some Circles,
promotion is granted to the cadre of LSG (NB) based on the dates of
confirmation in the entry grade and not based in the DCCs. This has resulted in
many junior S.As/P.As getting promotion as LSG (NB), while senior P.As/ S.As
have been deprived of their due promotion. Clear clarification is required.
113. Downgradation
of HSG II AHRO post in Maharasthra Circle :
In Maharasthra
Circle, many AHRO posts (HSG II) were down-graded as LSGs against the norms.
This has resulted in bitterness among the Accounts line officials. Those AHRO
posts (HSG II) may be restored.
114.
Release of arrears on a/c of messing Incentives for J & K Circle :
Release of
arrears on a/c of messing incentives for the period from April, 1990 to June,
1999 sanctioned by Department of Personnel and Trainings (GOI) New Delhi vide
memo No. 18016/3/2010-Estt(L). This case is pending in the Directorate as we
have already taken up this case. The employees of Telecom Department are
getting slightly higher rates of messing incentives since, 1990 but the employees
of this department working in the valley are being paid at the rate of Rs. 15/-
only not Re. 25.50 that too from 1-7-1999 and denies so for arrears from April,
1990 till 30-6-1999.
115. Payment of slightly higher rates of Messing
Incentives from April 2012 for J & K Circle:
Department of
Personnel and Trainings (GOI) New Delhi vide memo No. 18016/3/2010-Estt. (L)
increasing incentives to the postal employees working in the Kashmir valley
from the month of April, 2012 onwards as per the aforesaid memo. Incentives was
not paid to J & K Circle staff, instructions may be issued from Directorate
to payment of Slightly higher rates of Messing incentives from April 2012.
116. Open postal dispensary in the valley as is
existing in Jammu :
The postal
Employees and their families facing tremendous problems for treatment due to
non availability of Postal Disciplinary/CGHS facilities in the valley.
Necessary steps may be taken to open postal dispensary in the valley as is
existing in Jammu.
117. Tenure in RMS Head Record offices/Divisional
offices :
Circles like
ordisha and Rajasthan are interpretting that the Rules 60 (15 & 15A) of P
& T manual Vol. IV are not applicable in the case of staff working in HROs
and Divisional offices, the orders of the Directorate are very clear in
rotating the officials from the tenure posts after four years vide DG posts
letter No. 141-509/92-SPB II dt. 18-12-1992 suitable instructions may be got
issued by the Directorate to all Heads of Circles to rotate the officials from
the tenure posts after the completion of the tenure period.
118. Non-filling of IPO post of Direct recruits
in J & K Circle :
J & K Circle
is running with severe shortage of staff in IPO cadre. Practically 4 posts have
been vacant in respect of Direct Recruit quota. No outsiders are willing to be
recruited as IPO in J & K Circle. This results in shortage of IPO vacancies
for a long time in J & K Circle. As a special case, Department may relax
the rules and these IPO vacant posts may be filled up from among the PAs/SAs
through competitive examination.
119. Non-grant of leave to staff of RMS Division
:
After
implementation of L1 and L2, staff are not granted leave in L1 offices in
Circles like Rajasthan and Madhya Pradesh for the last six months. This causes
severe resentment among the staff. Even for genuine reasons, grant of leave is
refused by the authorities. Suitable instructions may be issued to authorities
concerned to grant leave to staff whenever they request for.
120. Transfer of officials from L2 offices to L1
offices :
While
implementing Re-designing of first class mails, staff side was assured that no
officials would be transferred for three years. This was not kept up in many
Circles. When this matter was brought to the notice of the Directorate, the
Directorate as usual called for reports
from the Circle instead of giving clear orders to the Heads of Circles. This
unhealthy practice must be stopped. Earlier assurance of the Department should
be kept up.
121. Non Payment
of cost of all kit items uniform cloth pending up to 20-11-2012.
Since last 4
years supply of due kti items including uniform cloth has not been made to
eligible staff. Union demand that now the cost may be paid for all these
pending kit items at market rate. Secondly supply of kit items for year 2012-13
be made with good quality in time if not possible the next payment may be made
with market rate.
122. Supply of canvas bag for mails.
Due to non
supply of canvas bag the mails is conveyed by plythine or plstic bags in a very
shabby & bad manner & those bags are not capable tocarry mail. Union
demand for supply of canvas bag for safety of the pubic mail delivery at all
level as it is the responsibility of the Department to supply the good quality
of bags. The business maisl is conveyed through these gunny bags including
spped post articles and the transport authorities are thinking as private bags.
In this regard it is pertinent to note that many times the RTCs conductors is
refuse to accept the mail on the pretext that the bags are in very shabby
condition and not relates to Department of post, thus the Group D/MTS is facing
the problem in dispatch of mail.
123. Implementaiton fo CAT order of Jodhpur Bench
of dated 22.05.2012.
The judgment
give in OA Nos 382/2011 with OA No. 353/2011 and MA No. 19/2012 & OA
354/2011 with MA No. 20/2012 decided by CAT Jodhpur Bench on 22-5-2012. Union
demand that the decision may please be implemented to all promottee Postmen,
Mail Guad & PA/SA Cadre.
124. Implementation of Judgment of Delhi High
Court dated 29.07.2011 in W/P NO. 3225/2007 in OA No. 164/2005 in the matter of
Dharma Singh & Others.
As per Judgment
referred above the packers of Foreign Post Offices (redesignated as Mail Peon
and further replaced by the pay scale of Rs. 3050-4590 effective from 1-1-1996
and further placed in Rs. 5200-20200 (PB-1) with grade pay of Rs. 1900/-
effective from 1.1.2006. We request implementiaton of Rs. 5200-20200 with Grade
Pay Rs. 1900/- to all MTS in Postal RMS with effect from 1.1.2006.
125. Restoration of 1 post of Sorting Assistant
in JP-4 Section of RMS Jaipur Division.
One post of
Sorting Assistant of JP-4 Section of RMS curtailed in Jaipur RMS Division. Now
it is very much difficult to manage the work witin only one sorting assistant
in JP-4 Section. More than 12800 to 2200 bags are being handled by JP-4 in and
JP-4 out Section. The case has been pending with Jaipur RMS Division. Union
demand that please arrange to restore the post.
126. Redeployment of DSV Posts as Postmen without
reduction in the establishment.
Consequent on
enhancement of DSV Standards thousands of Posts of DSVs are notified for abolition and being abolished. There is
additional justification of Postmen posts in the Department. We damand
conversion of DSV Posts and redeployment as Postmen Posts.
127.
Exemption from professional tax to the Ex servicemen reemployed in the
Department of Post.
As per the Ministry of Defence O.M.No
30/1430 86/D/Pay services dated 2-6-1987 the reemployed Ex servicemen are
exempted from recovery of professional tax.
Though some of the Circles are following the instructions many circles
are not adhering to the instructions stating that defence orders are not
confirmed by the state Governments. We request issue of instructions to all the
Circles.
128.
Request for giving incentive for booking & dispatch of Aadhar Speed Post Articles / bags at
different UID P2P Centers of India.
As per the
BD Dte. lr.no:43-17/90-D dtd 24.12.1990, station where no separate post
has been sanctioned, an incentive @ 50 Paise per article will be paid to the
official who is detailed to book Speed Post articles. Stations where separate post has been
sanctioned, the officials deployed for booking of Speed Post Articles at the
counter will be paid incentive money @ 75 paisa per article over and above the
threshold level specified for the station.
Further
as per the BD Dte. lr.no:43-17/90-D dtd 16.11.1990 and 24/12/1990, Delivery
staff also getting incentive @50 paise per article.
1. In India there are 4 to 5 UID
P2P Centres are functioning in the premises of different authorized Printing
Presses where Aadhar Cards are being printed.
2. Officials of DOP are managing
these centers with the help of some outsourced persons.
3. Crores of revenue is being
earned by the Department due to the hard-word done by our Officials at UID P2P
Centres.
The Officials working at P2P Centres are working
day and night to achieve the targets.
Further DOP has agreed to book morethan 5 Lakh articles per day, which
is a herculean task. However our
Officials are able to achieve the given targets by taking lot of pain, extra
risk and responsibility.
4. The data given by the UIDAI and Aadhar Cards
given by the Printing Presses are not in sequential order and Lakhs of articles
received in single digit per P.O., and
P2P Centre’s are closing Small bags with 1 or 2 articles and again Transit Bags
are also being closed, which is not an easy task.
Even though
the UIDAI is a BNPL customer, the uploading of article data, booking / closing
of bag and again closing of Transit Bag and dispatch of bag are being handled
at UID P2P Centers, which cannot be ignored.
When a
counter PA is eligible @50 Paisa per article for mere booking, who is not at
all engaged in other aspects like preparation of TBs, Dispatch of article etc.,
why can’t we consider the Officials who do much more activities during the
processing of Aadhar Speed Post Articles.
In the above circumstances it is requested to
consider the Staff engaged at UID P2P Centers for the grant of eligible
incentive for booking& dispatch of articles/bags.
129. Gradation of MACP officials
transferred under Rule 38 of Volume IV.
For TBOP/BCR officials orders were issued by the
Directorate fixing the seniority in the Gradation list. But after introduction
of MACP the officials switched over to the new division under Rule 38 were
being placed junior to all the officials in the division even after completing
20, 30 years and notified them as LRS. It is requested to issue guidelines as
issued in the case of TBOP/BCR.
