TWO DAYS STRIKE EXHIBITED THE TOTAL UNITY AND PROTEST OF POSTAL & RMS EMPLOYEES


Entire Postal and RMS services came to a standstill
We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal and RMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal and RMS offices including Branch Post offices remained closed for two days. About more than five lakhs employees including GDS struck work. Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.

Agitation programme postponed

The local JCA of RMS B Division Pune has given notice of agitation programme to The PMG Pune w.e. from 15-02-2013 onwords i.e Black Badges on 15-02-2013 & Not to perform OTA , Dharana At office of SRM on 19-02-2013, Dharna at PMG Pune as on 06-03-2013 & Indefinite strike w.e. from 07-03-2013. After Marton meetings i.e as on 12-02-2013 with SRM Pune,13-02-2013 with Shri Charles LOBO  PMG Pune, On 14-02-2013 with DPS Pune & on 15-02-2013 with SRM B Dn Pune and some favourable assurance from administration side and assurance given by honourable PMG to our Circle Secretary the agitation programme has been differed for one month subject to implementation of assurances given by administration side. With reference to the subject cited above, as per assurance given by the Hon’ble PMG Pune, Hon’ble DPS Pune & Hon’ble your honour, it is decided by considering assurance of honourable PMG with circle  leaders  regarding look into the matter for restoration of L1 office at Pune RMS and stoppage of HO pattern in due course as he has assumed charge of PMG Pune recently also assurance of non curtailment of OTA and some positive replies from honourable DPS & SRM B Division Pune also assurance for solve all problems in due course the current agitation is herby postponed for one month to see the development of administration and not to do delay for public mail.

Final decision of postpone of agitation will be taken after observation of minutes of meeting from administration side. The agitation will be made sever in future and revised programme will be intimated shortly, if required.

Your honour is again requested to adopt the co operative and humanitarian nature with the staff to avoid resentment among the staff.

Meeting with Director of Postal Services Pune Region on 14-02-2013 at 15.00 hrs on agitational charter demands

 It is intimated that due to failed meeting with Superintendent, RMS B Division on our agitation programme due to adamant attitude of administration. The Postmaster General, Pune region, Shri Charles Lobo has invited us for meeting to discussion on our charter of demand but due to non availability of  leaders of FNPO R-IV on head quarter we denied to discuss on the issues hence honourable PMG has directed to DPS to convey meeting on 14-02-2013. Accordingly Administration has invited to JCA leaders on 14-02-2013 at 15.00 hrs at R.O. Pune for discussion. Hence it is decided that the proposed agitation programme dated 14-02-2013 will not followed by JCA but prgrammes w.e. from 15-02-2013 will be followed as per schedule given by JCA. Workers unity Zindabad.

               We, the Postal employees, have a proud and inspiring history of participating in the freedom struggle of our country against the British imperialism and in the post-independent India against the onslaughts of the retrograde policies of the Government of India.  Many of our leaders and comrades have sacrificed their life for the cause of the coming generation.  Job security, wages, pension and other service benefits are all the outcome of the struggle and sacrifice of hundreds and thousands of such comrades.  They faced dismissal, removal, suspension, increment cut, transfer to remote places, break-in-service and other severe victimisations.  Dies-non was not at all a punishment for them.  They never complained about wage-cut due to dies-non.  Not even  a single benefit was given by the Government without struggle and consequent heavy victimisations.  1st to 6th Pay Commissions were appointed by the Government only after the united struggle of the employees, each time.
               Now we are facing a very crucial and critical situation.  The ill-effects of the neo-liberal economic policies of the Central Government has become the greatest threat to the survival of the entire working class, especially Central Government employees including five and a half lakhs Postal, R M S and Gramin Dak Sevaks.  The question before us is -Are we able to protect our job security and hard-earned benefits?  Are we ready to fight or are we going to surrender before this attack?  The answer is - No. We are not going to surrender.  We will continue our fight till the imperialist globalisation policies are thrown to winds, just as we have thrown the British imperialism out of our country.   We are not alone, crores and crores of workers and employees are with us in this fight.  We are ready for sacrifice.   We are not going to run away from  our responsibilities.  We shall face the challenge and continue our fight to change the system in our favour.  Ultimate victory will be ours.
               It is this uncompromising spirit and the readiness for sacrifice, that made National Federation of Postal Employees (NFPE) to join the two-days historic strike of the working class on 2013 February 20, 21.  The strike is being organised by the entire trade unions including INTUC, BMS and the left trade unions.  In the Postal, the strike is organised by Central JCA, including NFPE and the INTUC affiliated FNPO.  This is the first time in the history of India a cent per cent united strike of 48 hours by all the Unions and Federtions is taking place.  More than ten crores workers will participate in the strike.  The working class of India, in one voice, demand the UPA Government to change the imperialist globalisation policies.
               Central Government employees are the first victims of the neo-liberal economic policies pursued by the Central Government from 1991 onwards.  During the last twenty years about eight lakhs posts are abolished.  Still five lakhs posts are lying vacant in various departments.  Many departments are closed or privatised.  More and more casual and contract workers are engaged.  Social security schemes, including statutory Pension scheme are given a go-bye.  Instead, share market oriented contributory Pension scheme is introduced.  Three lakhs Gramin Dak Sevaks of the Postal department are denied of their legitimate rights.  Casual, Part-time, contingent employees are not given their due wage revision.  Even compassionate appointments are denied imposing arbitrary restrictions.  Bonus ceiling not raised.  Further the Government has declared the National Postal Policy 2012 which is nothing but a road-map to privatisation of Postal Services by granting licences to the multi-national courier services. 
               The demand for appointment of 7th Pay Commission is not yet accepted, inspite of the thundering success of the 12th December 2012 strike organised by Confederation of Central Govt. Employees & Workers.  As an impact of the strike, all the Central Trade Unions have submitted a memorandum to the Finance Minister to announce constitution of 7th CPC in the February 2013 budget itself.  Still the Government is silent on Pay Commission and merger of 50% DA.  February 20, 21 strike is a continuation of 12th December strike.
               The steep rise in prices of essential commodities, disbanding of the public distribution system, deregulation of petrol and diesel prices , disinvestment of public sector, rise in unemployment, shrinking of employment opportunities, proposed move to amend the labour laws in favour of the employers, attack on social security, denial of assured pension for all, introduction of contract and casual labour system in all sectors, denial of minimum wage of Rs.10,000/- to industrial workers, refusal to remove bonus and PF ceilings etc. are all due to this neo-liberal economic policies.
               The attack is all round.  To save the Postal, to save the Central Govt. departments, to save the public sector, to save the common people and workers of our country including Postal employees the only way out is to fight back these policies.  Let us wholeheartedly join this struggle and make it a historic success.

This is regarding Settlement of burning problems of RMS ‘B’ Division & assurances given by the Administration during the meeting dated 22/11/2012.

During the meeting with Hon’ble PMG Pune Region, Pune on 22.11.2012, many issued has been discussed & some assurances have been given by Administration, and also Hon’ble PMG Pune Region has given time mark for each issue for its settlement. But till date, as 68 days passed away but not a single positively action has been taken by the Administration for settlement of the burning issues of RMS ‘B’ Division, Pune.

In this regarding JCA i.e. NFPE R-III & IV and FNPO R-III & IV have decided to observe as below mentioned agitation programme.

Agitation Programme:

          * Working with wearing of Black Badges                           - 14.02.2013.
          * Working with wearing of Black Badge
   & Slogans in front of HRO During Lunch Hours              - 15.02.2013. 
* Working with wearing Black Badges
             & Slogans in front of O/o SRM ‘B’ DN Pune,
              During Lunch Hours                                                       - 15.02.2013.
* Non Performance of Total OTA w.e.f.                               - 15.02.2013.
* DHARANA Programme in front of O/o SRM ‘B’ DN Pune  - 19.02.2013.
* Issue Notice to the Hon’ble PMG Pune                              - 19.02.2013.
* DHARANA Programme in front of PMG office                    - 06.03.2013.
* Indefinite Total Strike w.e.f.                                              - 07.03.2013.

Demands:

1.            Written minutes of each union meeting including this JCA.

2.            Settlement of pending issues of previous agitation programme.

3.   Immediate stop HO Sorting Pattern & Pune District Sorting Pattern & Restoration of L1 offices at Pune RMS.

4.            Not to Curtail OTA actually performed by the staff & immediate payment of all pending OT Cycles & OSA. Henceforth make payment of each OTA cycles after completion of next Cycle, as per rules.

5.  Immediately make encashment of MCRI Bills, TA-DA Bills. LTC Bills, Supplementary Bills, Arrears of MTS etc.

6.            To follow up for revision of Recruitment vacancies, as previously issue taken up with Circle Office by PMG Pune & Early Completion of all Revision cases / Statistics.

7.            Restoration of four SAs to Solapur RMS.

8.          Stop diverting Tenure staff to Mail Office for sorting work. Cancel illegal orders of Tenure issued by SRM & Fresh issue orders of all posts of willing & eligible staff in Tenure Posting. Immediate implement rotation of Tenure Branches for Six months time to time.

9.            Draw all with Held payments i.e. E.L., Commuted Leave on M.C., LTC, Weekly Offs, POH etc. Stop Held over of payment of any kind of leave i.e. EL, Commuted Leave on MC, Paternity Leave etc. Even though submitting M.C.of Postal Dispensary, Pay is being Held Over by SRM.

10.   Grant regularly weekly offs to the staff – At Present in Solapur RMS, Ahmednagar RMS, Latur Stg & in some part at Pune RMS, there are 20-30 weekly offs are pending of each staff.

11.         Stop Utilization of College Students in CRC Pune & Pune RMS /PL.

12.   As per Rule 257 (2) of General Financial Rules (GFR), Chapter -12, immediately provides One Duplicate Copy of Service Book to each Employee. Complete all Service Book entries.

13.         Provide Tiffin Room at SPCC Pune in vacant accommodation of Pune R.S.P.O.

14.       Issue in writing justification of each Set of all offices in r/o MTS, MG, SA, Supervisors, HSA.- Display such statistic Boards of justified manpower in each Set- also mention Cut off timing of each set on board. Issue Revise MODOWs to all Sets of all Offices by concerning Union, with consutation with union.

15.      Provide High Seated Sorting Chairs in all office & High seated revolving Sorting chairs in SPCC Pune, as per orders on the subjects.

16.         Provide Parking premises at SPCC Pune.

17.         Provide Supervision in CRC & SPCC Pune as per Norms.

18.         Provide one additional Mail Agent at Pune RMS /3.

19.         List of employees whose basic exceeds the ceiling of OTA basic, immediately communicate by HRO Pune to all H.S.A.s of all sets of all offices & employees concerned & display on Notice Board.

20.         Provide senior staff for MA Parcel along with MTS & not to give them work in another office.

21.         Not to pressure on H.S.A. for excess work, illegal work, practices.

22.         Restore booking of one S.A. at TMO Counter from 07.00 to 15.00 Hrs & make arrangement by HRO Pune to submit money of TMO Counter in Post Office, as per earlier procedure.  

23.         Modernization of RMS Building.

24.         Repairing of flooring of Pune City Stg Office & Solapur RMS.

25.         Provision of Sweeper & Water Man for Pune CSO & all mail offices.

26.         Provide separate opener to L-1 office of Pune CSO & Pune PSO.

27.         Supply of two Sorting cases of 48 Pigeonholes for Outline sorting at Pune PSO, with Painting of Name Plates.

28.         Not to short book one SA in B-7 Section. At per assurance given by Hon’ble PMG Pune during previous Agitation notice. Stop booking of sectional staff in double and Triple Trips continuously on Section w/o rest by SRO Solapur.

29.         Make arrangement for vacate the all accommodation of ground floor of Latur HO for Latur Stg office, as present accommodation is not sufficient for office.

30.         Immediately make necessary arrangement for new Gate in front of Latur Stg office, by closing side Gate, as there is large manpower is being wasted & also in front of the present Gate, there is very narrow Traffic road, due to which for the Hand Trunks, there is no space, hence New Gate in front of the office may please Open by closing side gate.

31.        Make necessary arrangement for stopping leakage of water in Latur Stg office, In SSC Board Exam the Important Documents will became wet.  

32.         Supply sufficient Hardware to all Offices in Division, i.e. Scanners, Printers, UPS, Computers, K-Boards etc & ensure regular maintenance through AMC.

33.         Made Wash Basin under Water Tap in SPCC in Upper floor & Drain / Mori in ground floor. Also make arrangement for continuous water Supply in Gents Toilet in SPCC Pune.

34.         Book duty of Mail Guard for Mail Guard work instead of MTS duty.

35.        Stop utilization of Black Sealing wax in all mail offices & utilize Plastic Tag Lables.

36.         Make every day cleaning of Tiffin Room of Pune RMS. Also provide sufficient Light /Tubes, water etc.

37.         All orders of Welfare / staff related should have to display by HRO Pune to all offices. For ex. Holiday List of 2013 has not been circulated by HRO Pune to all offices. / notice board.

38.         Stop minatory wordings to staff used by Shri Khedekar IPO Pune RMS.

39.         Immediately issue Pending Orders of MTS

40.         Arrange to issue orders of MTS on regular basis in RMS ‘B’ Dn Pune, whose (TSCL) orders were issued for other Divisions.

41.         Immediately provide Saries to the ladies staff of MTS Cadre of this Division, which was not supplied since 2008 years.
