RTI APPLICATION FOR DUPLICATE COPY OF SERVICE BOOK TO FINANCE MINISTRY

Sub: Application of seeking information under Right to Information Act, 2005.


R/SIR,

With reference to the above cited subject I Shri. Shrikant Jalindar Mane requested to your honour, that following information may please be give by post on my address: Quarter No. B-5 (OLD BUILDING) KHADKI POSTAL COLONY, KHADKI, PUNE- 411003.

Particulars of the information sought for is as follows-

a)      As per General Financial Rules 2005, Rule No. 257 (1) to (4), whether each employee of Railway Mail Service of ‘B’ Division, Pune (Department of Posts, India) are eligible for Duplicate Service Book.  
b)      If yes of (a), then who is responsible for provision of such Duplicate Service Book.
c)      If yes (a), then how much time should have be taken by Administration for provision of Duplicate Service Book.
d)      As per S.R. 202, the Head of the Office / Who maintain Service Record (Service Books) of the employees \, should have to show the Service Books to the Government Servants under his Administrative Control every year & to obtain their signature therein in token of their having inspected the Service Book. A Certificate to the effect that he/she has done so in respect of the preceding Financial Year should be submitted by him to his next superior officer by the end of every September. Who is the responsible for this i.e. maintains Service Book & showing & obtaining signature of employees on Service Book copy in RMS ‘B’ Dn Pune. i.e. Superintendent or Head Record Office or Accountant Division office or Accountant Head Record Office.
e)      If such rules i.e. G.F.R. 257 (1) to (4) & S.R. 202, not followed by the Administration / officer, whether will be the employee to appeal?
f)       Which action should have be taken against the officer who fails to follow G.F.R. 257 & S.R. 202 & which cause many troubles/anguish to employees of RMS ‘B’ Dn Pune by non-maintaining proper record of Service & also non-showing & non-obtaining signatures on Service books & also non issuing duplicate Service Books.
g)      Whether any instructions issued by Ministry of Finance in this regard.
h)      At present, no any Duplicate Service Books are issued by the Administration i.e. SRM / HRO to the staff of RMS ‘B’ Dn Pune. In this situation in how many period, the administration i.e. SRM/HRO should have to provide the Duplicate Service Books to the Employees of RMS ‘B’ DN Pune.
