Regarding illegal deputation of Sorting Assistant to Pune City East Division.

Respected Sir,
It
has been intimated this union that SRM b Division has issued transfer of 5
Sorting Assistants on deputation basis to postal wing. Firstly, this union is
strongly protest of forceful and illegal deputation order to Pune City East
Division, Pune.
In
this regard, your honour is fully aware that B division has facing acute
shortage of manpower, due to shortage of manpower college students and
semi-skilled labours being utilized in our division. The manpower of Pune RMS
is required to provide at SPC TMO Counter, Parcel Hub, Pune RMS, CRC and SPCC
Pune. Your honour is also know that only 13 SAs are sanctioned for SPCC Pune
and we are utilizing more than 40 officials for NSH and BNPL unit of our
division.
It is
also brought to notice of your honour that even though RMS B Division has in
need of 96 more sorting Assistant especially for SPCC and other units of RMS B
Division, 12 posts of sorting Assistants were diverted to postal wing vide R.O.
No. PR/Estt-1/LR-Estt/Redeployment/10-11 dated 02/03-08-2011 (3 posts to SSPOS,
Solapur Postal Division and 9 Posts to SSPOs Pune City West Division) showing
surplus in the division instead of diverting the same to SPCC Pune by R.O.
Pune. The then PMG has assured for
consider the matter but no progress in this regard. In recent statistics, it is
proved that additional manpower justified at NSH Pune and BNPL Hub.
The
staff of Pune RMS is not trained for working of postal work and you understand
our staff has facing monetary loss during their duty hours for negligence due
to non-familiarity of counter booking work. The nature of working of RMS and
Postal wing totally different. The Sorting Assistant is not familiar with the
software utilized for day to day work Postal functioning and could not shoulder
responsibilities without any knowledge of ruling of postal wing. As per
directorate guidelines and rulings on the subject the RMS Staff cannot be
transferred to Postal wing. Hence the deputation of RMS staff to Postal wing on
deputation basis is totally illegal.
It is
brought to notice of your honour that the SPCC work was initially done at Pune
City East division but union has taken initiative to functioning of this work
at RMS wing. That time some staff was diverted on deputation basis from postal
wing. Even after newly introduction of National Hub for SPCC, Registration hub and
Parcel Hub and repatriation staff of postal wing to their parent division, we
always cooperated to administration for smooth functioning. When the work of Pune RMS is decentralized in
four to five offices and workload was unmanageable, that time this union has
taken initiatives for centralization of work and smooth functioning. This union
has not taken any objection for utilization of college students/ collies at
Pune RMS, CRC, NSH, PSO and Parcel office due to shortage of staff in RMS B
Division, Pune and non-recruitment against heavy retirement of staff. We have
not in position to spare some officials to other division on deputation basis
when we in need of manpower and which caused disturbance of functioning of mail
offices and affected on delivery advantage of public mail and image of
department. It is learnt that other postal divisions have diverted some staff
to Pune City East division then there is no need to utilize our nonqualified
staff to their wing when qualified staff is available.
In
the above situation, we urge upon you to kindly cancel the deputation order in respect
of sorting assistants and repatriate the staff with immediate effect to avoid
resentment of staff of RMS B Division Pune. I shall remain highly thankful to
you for doing the needful
